Approve an agreement with Blair, Church & Flynn Consulting Engineers of Clovis, CA in the amount of $62,100 with a not-to-exceed contingency of $11,500 for the design of civil plans, cost estimates and general construction documents for the new Police Department Southeast Substation (Council District 5).

RECOMMENDATION
Staff recommends that City Council approve an agreement with Blair, Church & Flynn Consulting Engineers of Clovis, CA (BC&F) in the amount of $62,100 with a not-to-exceed contingency of $11,500 for the design of civil plans, cost estimates and general construction documents for the Police Department Southeast Substation project and authorize the Public Works Director or designee to sign and execute the contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
On August 24, 2017, City Council approved a First Amendment to Agreement with the architect for the new Police Department Southeast Substation to provide the necessary mechanical, electrical and plumbing designs. At that time, staff informed City Council that they would be bringing back to City Council an Agreement for Consultant Services for the on-site civil work that is required for the project. This agreement with BC&F will provide the on-site civil design work that is required for the new Police Department Southeast Substation.
BACKGROUND
On September 22, 2016, City Council approved an Agreement for Consultant Services with the architect for the new Police Department Southeast Substation. The original concept was to develop a design/build package, therefore the architectural agreement did not provide for a fully designed site and building. On August 24, 2017, City Council approved the First Amendment to Agreement with the architect to include the mechanical, electrical and plumbing design. At that time staff informed City Council that they would be bringing back to City Council an Agreement for Consultant Services for the on-site civil work that is required for the project.
In accordance with Administrative Order (A.O) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) on June 5, 2017, via FAX, e-mail and published on the City’s website. There were two SOQ’s received and staff interviewed both respondents. On July 24, 2017, the firm BC&F was selected as the most qualified consultant and staff negotiated a fee of $62,100 with a not-to-exceed contingency amount of $11,500 pursuant to A.O. 6-19 for the preparation of on-site civil plans, specifications and cost estimates.
Staff is requesting the approval of the agreement with BC&F in the amount of $62,100 with a not-to-exceed contingency of $11,500 for the design of on-site civil plans, cost estimates and general construction documents for the new Police Department Southeast Substation project and authorize the Public Works Director or designee to sign and execute the contract on behalf of the City of Fresno.
The contract has been approved as to form by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a “project”, and therefore is exempt from CEQA requirements.
LOCAL PREFERENCE
Not utilized as the selected Consultant is local from Clovis, CA.
FISCAL IMPACT
The Police Department Southeast Substation project was included in the approved FY18 Police Department Budget.
