RECOMMENDATIONS
Staff recommends City Council approve the appropriation of $107,500 in funds from FUSD into the PARCS Department’s fiscal year 2025 budget to be used for Summer Swim (Aquatics) programming.
EXECUTIVE SUMMARY
The PARCS Department was awarded two contracts from FUSD totaling $350,000 to provide swim lessons and recreational swim in June and July 2024 as a part of FUSD’s Expanded Learning program. Staff is seeking Council approval to appropriate $107,500 of the contract amount into the PARCS Department FY25 budget. The remaining contract amount ($242,500) was forecasted by the PARCS Department and is reflected in the adopted fiscal year 2025 budget.
BACKGROUND
FUSD and PARCS have collaborated for many years to increase access to recreation space, public pools and community programming. During the summer months, the PARCS Department provides swim lessons and recreational swim at City-owned facilities and FUSD High School pools or “Blue Spaces.” Over the last several months, PARCS staff and FUSD have collaborated on agreements, schedules, recruitment of lifeguard staff at local high schools and strategies to maximize the community’s access to blue space citywide.
On December 14, 2023, Council approved a resolution authorizing staff to accept reimbursement from FUSD for summer 2024 aquatics Summer Swim programming and to sign agreements with FUSD related to aquatics Summer Swim programming on behalf of the City in an amount not to exceed $350,000 (File ID 23-1756). Staff subsequently executed two separate agreements with FUSD for Summer Swim activities, the first agreement in the amount of $116,667 for Summer Swim services provided in the month of June 2024, and the second in the amount of $233,333 for Summer Swim services provided in the month of July 2024.
In anticipation of this annual contract, $242,500 was incorporated in the PARCS Department’s adopted fiscal year 2025 budget. The proposed AAR will increase the budgeted amount by $107,500 to reflect the total contract amount of $350,000.
This item has been reviewed by the City’s Budget and Management Department.
ENVIRONMENTAL FINDINGS
Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
This item will result in the appropriation of $107,500 into the PARCS Department’s FY25 budget, to be used for the FUSD Summer 2024 Aquatics program.
