RECOMMENDATION

 

Staff recommends that Council authorize the Director of Aviation to accept the 2024 BJA BVP Grant  award for $2,819.87; authorize the City Manager or designee to sign all applicable and related documents for the acceptance, modification, extension and administration of the 2024 BJA BVP grant program; and adopt the 26th Amendment to AAR No 2024-122 to appropriating of $5,800 for the Bureau of Justice Assistance (BJA) Patrick Leahy Bulletproof Vest Partnership (BVP) Fifty-Percent Grant Match Program.

 

EXECUTIVE SUMMARY

 

The Airport requests approval to accept the award of a grant to purchase body armor vests for law enforcement officers at the Airport.  The cost for the purchase of the vests is approximately $5,640 with the BJA potentially providing a grant for 50% in the amount of $2,819.87 of the cost and the airport to provide matching funds in the amount of $2,819.87.  The Airports matching funds in the amount of approximately $2,820.00. This AAR Amendment will increase the FY 2025 appropriation to allow the purchase of approximately 5 body armor vests for law enforcement officers at the airport.

 

This funding opportunity is provided by the U.S. Department of Justice with grant funding being managed by the Bureau of Justice Assistance.

 

BACKGROUND

 

The Airport law enforcement officers require these vests for safety and protection while performing their duties at Fresno Yosemite International Airport (FAT). 

 

ENVIRONMENTAL FINDINGS

 

This is item is not a “project” for the purposes of California Environmental Quality Act (CEQA) Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There is no impact to the General Fund of the City of Fresno from this action. If the grant is awarded, the Airports Department will receive a 50% reimbursement of monies paid out for body armor vests purchased for law enforcement officers at the Airport.
