RECOMMENDATION

 

Staff recommends City Council approve the Consultant Services Agreement (Agreement) with Krazan & Associates, Inc., in the amount of $623,830, with an $18,700 contingency, for the Acceptance Testing and Engineering Inspection support for the H Street Parking Structure Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno Capital Projects Department (CPD) and Mayor’s Office have completed Phase One of the H Street Parking Structure Project, which included schematic design, cost estimation, schedule development, and other preconstruction services of a 900 or more stall parking structure, located on an existing City-owned surface lot bounded by H Street, Mono Street, Union Pacific Railroad (UPRR), and the extension of Inyo Street. City Council has also approved Phase Two Construction Services necessary to finalize design and construct the Project. 

 

CPD and the Mayor’s Office now seek to approve Professional Engineering Services with Krazan & Associates, Inc. to facilitate the acceptance testing and engineering inspection services necessary to complete the project.  The Consultant Services Agreement will be funded by the Governor’s Office of Business and Economic Development (GO-Biz) FY 26 appropriations.

 

BACKGROUND

 

On May 23, 2024, Council approved the use of Fresno Municipal Code Section 4-502(d), Design-Build Qualification Method of Procurement for the Project. Through a competitive, qualifications-based procurement process, CPD advertised a Request for Qualifications (RFQ) and Bomel Construction Company Inc. was selected as the Design-Builder for the Project. On April 24, 2025, Council awarded the Phase One Preconstruction Services portion of the Progressive Design-Build Agreement to Bomel Construction Company Inc. in the amount of $2,216,649.00 and a contingency amount not to exceed $220,000.00. This approval was for the design of an approximately 900-stall parking structure intended to provide parking opportunities for area events, attractions and future housing developments in the project area.

 

On March 24, 2026, Design-Build Contract Amendment No. 1 to the Progressive Design-Build Agreement was executed with Bomel Construction Company Inc., increasing the design fee by $176,330.00 for a revised total contract value not to exceed $2,392,979.00. The Amendment was covered by design contingency, bringing the total contingency to an amount not to exceed $43,670.00. This design change increased the scope of work to extend to off-site improvements, design of landmark and parking signage, and conduct additional environmental studies for further investigation of the project site.

 

On May 21, 2026, City Council approved Design-Build Contract Amendment No. 2 to the Progressive Design-Build Agreement. Phase Two Construction Services includes the completion of design services, procurement of all materials and equipment, performance of construction services, start-up, testing, commissioning, and the provision of warranty services for the Project. The Phase Two portion of the contract includes a guaranteed maximum price (GMP) for construction of $45,123,776.00. The total contract cost, including Phase One and Phase Two of the Progressive Design-Build Agreement, is not to exceed $47,516,755.00.

 

In accordance with Fresno Municipal Code Chapter 4, Article 1 and Administrative Order 6-19, CPD staff sent out a request for Statement of Qualifications (SOQs) on March 30, 2026, via Planet Bids and published in The Business Journal. Seven (7) SOQs were received on April 17, 2026, and evaluated by staff. Five (5) firms were selected for the interview process held on April 22 and April 23, 2026. Krazan & Associates was determined to be the most qualified and responsive based on SOQ and interview evaluations. Staff negotiated a fee of $623,830.00 with a contingency amount not to exceed $18,700.00, for the consultant services for this Project.

 

Staff recommends approval of the Agreement with Krazan & Associates, Inc. in the amount of $623,830, with a $18,700 contingency, for Acceptance Testing and Engineering Inspection support for the H Street Parking Structure Project and authorize the Capital Projects Director or designee to execute the Agreement on behalf of the City of Fresno.  The Agreement will be funded by the Governor’s Office of Business and Economic Development (GO-Biz) FY 26 appropriations.

 

The City Attorney’s Office has reviewed and approved the Agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

A Consultant Services Agreement for the acceptance testing and engineering inspection services does not qualify as a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.

 

LOCAL PREFERENCE

 

Krazan & Associates, Inc. is a local business, as defined by the Fresno Municipal Code.

 

FISCAL IMPACT

 

The H Street Parking Structure Project is in Council District 3 and will have no impact on the General Fund. The Agreement is fully funded by the Governor’s Office of Business and Economic Development (GO-Biz) FY 26 appropriations.
