RECOMMENDATION

 

Staff recommends that the City Council authorize the City Manager or designee to sign the Consulting Services Agreement (Attachment 1) between the City of Fresno and ConSol effective January 1, 2016 to December 31, 2017 and provide $4,600,000 in funding from the California Public Utilities Commission for testing and reporting services for the energy efficiency programs.

 

EXECUTIVE SUMMARY

 

The current Consulting Services Agreement between the City of Fresno and ConSol expired on December 31, 2015. ConSol has been successfully providing the Testing and Reporting services for the program since May 2011. A committee composed of multiple division managers, assistant director and a PG&E representative reviewed the proposals submitted through the competitive RFP process. The committee clearly found ConSol to be the most cost effective firm to provide the testing and reporting services (Attachments 2, 3 & 4) for the energy efficiency programs which will be delivered to electric PG&E customers within the counties of Kern, Kings, Tulare, Fresno, Madera, Merced, Stanislaus and San Joaquin.

 

Staff recommends that the City Council authorize the City Manager or designee to sign the consulting services agreement with ConSol until December 31, 2017 and provide funding for the two year contract term of $4,600,000 for the continued testing and reporting services to support the Central Valley Energy Tune-up Program (Attachment 1 Consulting Services Agreement).

 

 

BACKGROUND

 

In January 7, 2016 the City Council authorized the Director of Development and Resource Management (DARM) to sign the Master Service Agreement (MSA) and Contract Work Authorization Agreement (CWA) between the City of Fresno and Pacific Gas and Electric Company and receive $5,694,000.00 of California Public Utilities (CPUC) funding to continue the energy efficiency programs.

 

In September 2015, the Sustainable Fresno Division of the DARM Department developed specifications for the residential and commercial energy audit testing and reporting services and issued an advertised, competitive Request for Proposal (RFP) for Residential and Commercial Energy Audit Testing and Reporting Services for the Central Valley Energy Tune-Up Program. Two (2) proposals were submitted for review and evaluation on November 6, 2015. Both firms that submitted proposals have the capability of performing the work as advertised in the RFP however, the committee made up of staff from the City of Fresno and PG&E determined the proposal from ConSol offers the best cost effectiveness for the Central Valley Energy Tune-Up program managed by the City of Fresno. CPUC funding will be used to fund this contract. Multiple methods of cost effective evaluations are shown below.

 

Method 1, was based on the proposals submitted by each firm with the most logical selection of options resembling our programs efforts.

 

Method 2, was a comparison of average cost of like deliverables.

 

Method 3, was a comparison of actual work performed by our program in 2014 and 2015 and the resulting cost which would have been charged to the program by each of the firms based on their proposal.

 

 

Program History

In December 11, 2014 the City Council approved an extension of the professional services agreement between the City of Fresno and ConSol for continued testing and reporting services as needed for the Central Valley Energy Tune-Up program (previously known as the “Fresno Home Energy Tune-Up”) for calendar year 2015.

 

In December 20, 2012, the City Council approved a professional services agreement with ConSol of Stockton, California for residential and commercial energy audit testing and reporting services for the Fresno Home Energy Tune-Up Program. The contract term was from January 1, 2013 through December 31, 2014 with a contract amount of $3,600,000.

 

In May 2011, City Council approved a $450,000 professional services agreement with ConSol of Stockton, California for the whole House Rater and Reporting Services (primarily equivalent to the current Home Energy Tune-Up Program services). Council approved subsequent amendments to this agreement providing for additional like services in the amounts of $350,000 in November 2011, $400,000 in May 2012, and $500,000 in July 2012, respectively.

 

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15478, this item does not qualify as a “project” for the purposes of the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference not implemented because of funding.

 

FISCAL IMPACT

 

The funds for this program are included in the adopted FY2016 Budget.
