Body
RECOMMENDATION
It is recommended Council approve the 20th amendment to AAR No. 2017-165 for $373,500 to appropriate the funding to the Fire Department FY 2018 budget, Fund 22033 - CAL OES fund for related expenditures and reimbursements.
EXECUTIVE SUMMARY
On June 23, 2017, the City Council approved a contract between the City of Fresno and Cal OES. Under the contract, the Fresno Fire Department participates in a training program for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program. Fresno Fire was awarded one of the apparatus and the commensurate training to staff for said equipment. Cal OES will coordinate all training associated with the apparatus and fund backfill necessary to staff vacancies caused by personnel attending requisite training. The training contract with Cal OES will reimburse up to $373,481 in related training costs.
BACKGROUND
Cal OES, Fire, Rescue, and Haz Mat Program developed a Regional Hazardous Materials Program which is similar to the Cal OES Fire Engine Program. The program is intended to provide additional response capability and fill in the gaps across the state where there is limited or no response capability for Haz Mat by Rail. Cal OES has distributed twelve (12) Type 2 Haz Mat Emergency Response Vehicles. Each of the Vehicles has all required FIRESCOPE Type 2 standardized equipment. In addition, Cal OES has coordinated all of the required training for personnel who are not trained to the Specialist level for a FIRESCOPE Type 2 Haz Mat Response. As part of the training, Cal OES will cover the costs for the necessary backfill for those staff attending this required training. This program will mirror the Cal OES Engine program for response and maintenance. Council approved this contract during its June 23, 2017, meeting. The department is requesting the appropriations to implement the program in the amount that will be reimbursed by Cal OES under the agreement.
LOCAL PREFERENCE

FISCAL IMPACT
The period of performance for the FY 2018 Cal OES Haz Mat training is July 1, 2017, through June 30, 2018. The grant reimburses the cost of vacancies resulting from Fresno Fire Department personnel attending training, for both salaries and travel reimbursements. Cal OES will reimburse overtime costs associated with backfill up to $218,109 plus an additional $155,372 for costs associated with hosting the training (total $373,481). Fiscal impact to City of Fresno budget will consist of “up front” payment to employees for overtime costs associated with backfill. Cal OES will reimburse the Fire Department on a monthly basis.
