Title
Actions pertaining to professional on-call engineering design services for the Capital Projects Department on City of Fresno water, wastewater, and recycled water capital improvement projects (Bid File 12400575) (Citywide):
1. Approve an On-Call Consultant Services Agreement with AECOM Technical Services, Inc., of Fresno, California in the amount of $1,000,000;
2. Approve an On-Call Consultant Services Agreement with Blair, Church, & Flynn Consulting Engineers, Inc., of Clovis, California in the amount of $1,000,000;
3. Approve an On-Call Consultant Services Agreement with Carollo Engineers, Inc., of Fresno, California in the amount of $1,000,000;
4. Approve an On-Call Consultant Services Agreement with Michael K. Nunley & Associates, of Fresno, California, in the amount of $1,000,000;
5. Approve an On-Call Consultant Services Agreement with Provost & Pritchard Consulting Group, of Clovis, California in the amount of $1,000,000.

RECOMMENDATIONS
Staff recommends City Council approve five (5) On-Call Consultant Services Agreements (Agreements) between the City of Fresno (City) and 1) AECOM Technical Services, Inc. (AECOM), 2) Blair, Church, & Flynn Consulting Engineers, Inc. (BCF), 3) Carollo Engineers, Inc. (Carollo), 4) Michael K. Nunley & Associates (MKN), and 5) Provost & Pritchard Consulting Group (P&P), collectively (Consultants), to provide professional engineering design services for Citywide public utility capital improvement projects, for three-year terms, to be reimbursed for hours worked at the hourly rates specified in the Schedule of Fees included in the Consultant’s respective Agreement, not to exceed $1,000,000 over the three years for each Consultant, with no guarantee expressed or implied that the $1,000,000 will be authorized under any of the five respective Agreements, and authorize the Capital Projects Director or designee to sign the Agreements on behalf of the City.
EXECUTIVE SUMMARY
The Capital Projects Department (CPD) is responsible for the project management and delivery of water, wastewater, and recycled water infrastructure projects on behalf of the Department of Public Utilities (DPU) throughout the City and County. In order to quickly and efficiently deliver necessary services and infrastructure to a growing community, staff recommends the proposed On-Call Consultant Services Agreements as a solution to streamline project delivery. The Consultants’ proposed scopes include engineering design services for water, wastewater, and recycled water infrastructure projects.
Upon approval and execution of the Agreements, conveyance projects requiring engineering design services under this contract will be identified, a Request for Proposal (RFP) will be issued to all five Consultants, and project-by-project Task Orders will be issued based on the most qualified Consultant for each project. Funding for these services will come from the allocated project funding sources for each individual task order.
BACKGROUND
The City of Fresno owns, operates, and maintains approximately 1,904 miles of water mains; 1,593 miles of gravity main sewer, 12 miles of sewer force mains, 57 junction structures, 25,368 manholes, and 21 miles of recycled water mains. The increased workload and ageing infrastructure have led to the need for on-call Consultants to effectively design and prepare construction documents. The Agreements for On-Call Professional Engineering Design Services will allow staff to deliver these types of projects promptly and more efficiently. Potential projects to be identified are for existing water and wastewater infrastructure that are prone to unexpected failures due to inferior material and age, as well as facilities that may assist with future development to bring them to current standards. The Consultant’s scope of services will include but are not limited to the following: water main extensions, water main replacements, sewer main extensions, sewer main rehabilitation and replacements, and recycled water main extensions.
In accordance with Fresno Municipal Code Chapter 4, Article 1 and Administrative Order 6-19, DPU issued a Request for Statements of Qualifications (RFQ) in September 2023 via Planet Bids, email, and published to The Business Journal for On-Call Conveyance Capital Improvement Project Design Services. The City received eight (8) Statements of Qualification (SOQs), all of which were deemed to be responsive and responsible. A selection committee, consisting of representatives from the Utilities Planning and Engineering Division and Capital Projects Department evaluated the SOQs. Upon review of the qualifications and the proposed fees, AECOM, BCF, Carollo, MKN, and P&P were selected as the most qualified Consultants for these services.
Staff recommends City Council approve five (5) Agreements between the City and AECOM, BCF, Carollo, MKN, and P&P, to provide professional engineering design services for Citywide conveyance capital improvement projects, for three-year terms, to be reimbursed for hours worked at the hourly rates specified in the Schedule of Fees included in the Consultant’s respective Agreement, not to exceed $1,000,000, individually, with no guarantee expressed or implied that the $1,000,000 will be authorized under any respective Agreements, and authorize the Director of the Capital Projects Department, or designee, to sign the Agreements on behalf of the City. Funding for these services will come from the allocated project funding sources for each individual task order.
The City Attorney’s Office has reviewed and approved the contract documents as to form.
ENVIRONMENTAL FINDINGS
A consultant agreement for the design of plans and cost estimates is not a “project” pursuant to
California Environmental Quality Act (CEQA) Guidelines § 15378.
LOCAL PREFERENCE
Local preference was implemented as all firms are local businesses pursuant to Fresno Municipal Code Section 4-109(b).
FISCAL IMPACT
These Agreements have no immediate impact to the General Fund and the Agreements will service projects in all Council Districts. All funding necessary for the services of the proposed Agreements will be appropriated under the individual capital projects for each task order.
