RECOMMENDATIONS

 

Staff recommends that Council adopt the 15th amendment to the AAR No. 2025-179 to appropriate $269,100 for costs associated with the FY 2026-2027 OTS grant to the PARCS Department.  It is also recommended that Council adopt the First Amendment to (PAR) No. 2025-178 to add two grant-reimbursed, permanent, full-time positions to the PARCS Department associated with the aforementioned AAR; add one permanent, full-time position in the Budget Management and Studies Division of the Finance Department; and converting five (5) vacant permanent part-time positions to permanent full-time (FTE’s) in the Airport Public Safety Division of the Airports Department.

 

EXECUTIVE SUMMARY

 

Staff in the Parks, After School, Recreation, and Community Services (PARCS) Department are seeking approval to appropriate the OTS Bicycle and Pedestrian Safety grant award into the PARCS Department’s FY26 budget and add two (2) additional grant-reimbursed positions to ensure the grant goals are met. 

 

Staff also seeks approval to add one permanent, full-time position in the Finance Department, and convert five (5) existing vacant permanent part-time positions to permanent full-time (FTE’s) in the Airports Department.

 

BACKGROUND

 

This item is being brought forth to add positions in multiple departments; and appropriate grant funding associated with two of those positions.

 

On January 9, 2025, the City Council approved Resolution No. 2025-9 authorizing City Manager or designee to apply for a grant of up to $400,000 from OTS to fund the City of Fresno’s Bicycle and Pedestrian Safety program. In June 2025, the City was awarded $325,000 from OTS to provide bicycle and pedestrian safety programming from October 1, 2025 to September 30, 2026.

 

The PARCS Department budgeted $92,300 in revenue and $55,900 in expenditures for FY 2026 in anticipation of this award. The rounded difference between the FY 2026 budgeted revenue and the contracted award amount is $232,700 and the difference between FY26 budgeted expenditures and the contracted award amount is $269,100.Council’s approval of the AAR will increase anticipated revenue by $232,700 and will increase anticipated expenditures by $269,100 in PARCS Department’s Division 1710, Section 378. This will enable the PARCS Department to seek reimbursement from OTS for the total grant award amount of $325,000. Any unspent grant funding will be carried over into FY 2027.

 

The PARCS Department applies for this grant on an annual basis and has grown the award from $100,000 per year to $325,000 to expand the program. Due to this growth, there is a need to add two (2) full time positions that will be funded 100% by the grant in accordance with Fresno Municipal Code section 3-299.2. Approval of the PAR will result in the addition of one (1) permanent, full-time Community Services and Recreation Supervisor position and one (1) permanent, full-time Community Coordinator position to the Recreation Division of the PARCS Department. Without the addition of these roles, the PARCS Department will not be able to fully meet the grant deliverables and fully expend the grant funds.

 

PARCS’ Bicycle and Pedestrian Safety program serves hundreds of individuals annually through community events, bicycle skills clinics or “bike rodeos”, classroom education, presentations, and walk and bike to school events. Thanks to this grant, PARCS fits and distributes hundreds of helmets and thousands of other safety items such as lights, reflective bands and reflectors per year.

 

In addition, staff recommends approval to add one Budget Analyst position in the Finance Department.  This action is to correct an error in which the Budget Analyst position was inadvertently omitted in Part V of the FY 2026 Annual Position Authorization Resolution. This position is necessary as the incumbent of the classification performs critical professional analytical, budgetary, and fiscal administration duties for the Budget and Management Studies Division.

 

The Airports Department is in need to convert five (5) existing vacant permanent part-time positions to permanent full-time (FTE’s) in the Airports Department. This realignment is in line with the recommendations made during a professional evaluation of the airport’s policing model. These five positions are sworn positions in the Airports Public Safety Division and they are needed on a full time basis to provide aviation security and law enforcement services as Airports is a 24/7 operation.

 

The City Attorney’s Office has approved the First Amendment to the Position Authorization Resolution (PAR) No. 2025-178 as to form. The Finance Department has reviewed this item.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There will be no impact on the General Fund in FY26. The AAR Resolution will appropriate an additional $269,100 into the PARCS Department’s FY 2026 budget to reimburse expenses associated with the FY 2026-2027 Bicycle and Pedestrian Safety program. The remaining $55,900 of the grant award is already reflected in the PARCS Department’s approved FY 2026 budget. The PAR Resolution will use FY 2026-2027 OTS grant funding to reimburse 100% of the costs associated with the permanent, new full-time positions.

 

The addition of one permanent, full-time Budget Analyst position in the Budget Management and Studies Division in the Finance Department and the conversion of five (5) existing permanent part-time positions to permanent full-time positions in the Airports Department, will not result in increased salary and benefit expenses in Fiscal Year 2026, as there is sufficient funding within the Finance Department and Airports Department budget, respectively, as appropriated in the Fiscal Year 2026 Annual Appropriation Resolution.
