RECOMMENDATION
It is recommended that Council accept the one-time donated funds from Fresno Police Chief’s Foundation to secure five (5) additional Automated License Plate Readers (ALPR) subscriptions for two years from Flock Safety in the total amount of $33,500. If approved, it is recommended that Council authorize the City Manager or her designee to enter into a first amendment to agreement with Flock Safety to add the five (5) additional ALPR subscriptions for the period of two (2) years.
EXECUTIVE SUMMARY
The Fresno Police Department is seeking approval to accept the total amount of $33,500 from the Fresno Police Chief’s Foundation to secure five (5) additional ALPR subscriptions for two years from Flock Safety, a service provider that Fresno Police Department already utilizes. The Macerich Corporation donated funds to the Police Chief’s Foundation to place 5 ALPRs in areas affected by organized retail theft. All donations over $25,000 must be accepted by City Council, and any department receiving donations must furnish the City Controller a report showing such donation within the first four weeks of July annually per Fresno Municipal Code 7-105.
BACKGROUND
Flock Safety ALPR have proven to be incredibly helpful in significant investigations, such as homicides, shootings, and organized retail theft.
Since we installed the original twenty-five ALPRs in the city, they have been invaluable in assisting us in solving cases. Flock Safety is unique in that it allows for third-party subscriptions. Macerich has requested to donate to the Fresno Police Chief's Foundation, which will cover two years of funding for five ALPRs to be placed in an area of the city affected by organized retail theft. The City of Fresno will hold the contract and own the data from the ALPRs.
A Master Service Agreement has already been established and approved during the December 14, 2023 and February 22, 2024 Fresno City Council meetings.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local Preference was not considered because accepting donated funds does not include a bid or award of a construction or services contract.
FISCAL IMPACT
There is no fiscal impact to the General Fund from this action. This item is being offered to the City at no charge, with no financial incentives to the offeror.
