RECOMMENDATION

 

It is recommended that Council adopt the First Amendment to the Fiscal Year 2026 Salary Resolution No. 2025-826 to add the new classification of Per Diem Veterinarian, providing a flat rate per shift, and adding a new footnote, effective July 28, 2025.

 

EXECUTIVE SUMMARY

 

The Animal Center has a need for additional veterinary medical support and care of shelter animals.  While the City has a permanent Veterinarian job class allocated and a position filled, the Per Diem Veterinarian job class is recommended to be added for additional medical care and support on an as needed basis and will be placed in Exhibit 8, Unit 8, Non-Represented, at a flat rate of $1,000 per shift.  The new footnote 12 clarifies that the flat rate per shift is subject to a full shift as determined by the City Manager.

 

These actions will not require additional appropriations. The City has provided notice to the respective bargaining units and has met its meet and confer obligation.

 

BACKGROUND

 

The Animal Center has a need to provide additional medical support for the veterinary care of shelter animals.  While the City currently has a permanent Veterinarian classification allocated and a position filled, the recommended new classification of Per Diem Veterinarian will help to provide additional support on an as needed basis focused on medical care for shelter animals including assisting with spay/neuter and other critical surgeries and assisting with developing care plans and overall health assessments.

 

The Per Diem Veterinarian job classification is recommended to be placed in Exhibit 8, Unit 8, - Non- Represented job classes and paid at a flat rate of $1,000 per shift with clarification from the new footnote 12 that the flat rate per shift is subject to a full shift as determined by the City Manager. 

 

The City provided notice to the respective bargaining units and has met its meet and confer obligation.

 

The City Attorney’s Office has approved the First Amendment to Salary Resolution No. 2025-826 as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.

 

FISCAL IMPACT

 

The amendment will not require any additional appropriations for Fiscal Year 2026.
