RECOMMENDATION

 

Staff recommends City Council approve the 46th Amendment to the Annual Appropriation Resolution 2022-154 to increase the FY 2023 amended budget by $400,000 for expenditures incurred in FY 2023.

 

EXECUTIVE SUMMARY

 

The Fire Department is requesting an amendment to the FY 2023 amended budget to account for expenditures incurred prior to fiscal year end. 

 

BACKGROUND

 

FY 2023 was another busy fire season and resulted in a number of mutual aid deployments as well as overtime to cover shifts of employees out on injury leave, sick and vacation leave, and mandatory training.  Due to our constant staffing policy, if there is a vacancy for any day, the department uses overtime to cover that shift.  In FY 2023 the department also experienced several resignations/retirements, and the relief pool has not been fully staffed which causes overtime costs. 

 

In the last few fiscal years, our overtime and minimum staffing appropriations have not been sufficient to cover the actual expenses. To close the year out, the Fire Department needs additional appropriations.  The department is requesting an increase in FY 2023 appropriations to offset overtime and minimum staffing costs and unbudgeted expenditures incurred during the fiscal year ending June 30, 2023. 

 

Approval of this AAR will bring expenditure appropriations in line with actual costs for FY 2023.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the definition in California Environmental Quality Act Guidelines Section 15378, this action is not a project.

Local preference is not applicable to this item.

 

FISCAL IMPACT

 

Approval of the 46th Amendment to the Annual Appropriation Resolution No. 2022-154 will increase Fire Department General Fund appropriations in the amount of $400,000 and provide funding for expenditures that have been incurred prior to June 30, 2023.
