RECOMMENDATION

 

Staff recommends Council approve a Second Amendment to the agreement with CLFA allocating an additional $75,000 in ARPA funding and extend the term one year to support administrative and infrastructure needs and authorize the City Manager to execute the amendment and any modifications pertaining to this grant program.

 

EXECUTIVE SUMMARY

 

Staff recommends Council approve the Second Amendment to the agreement with CLFA allocating an additional $75,000 in ARPA funding to support administrative operations for the organization. Funding will support staff time that is not covered by other funding sources and improvements to their office space to support staff. This allocation was previously approved by Council through the budget process on June 23, 2022.  As a beneficiary of ARPA funding, CLFA will have funding to support their administrative staff and needed improvements to their office space.

 

BACKGROUND

 

In 2021, the City of Fresno was awarded American Rescue Plan Act funding in the amount of $170,808,029. Of this funding $75,000 was identified in a resolution passed by Council on June 22, 2023, allocating funding to augment current resources for the CLFA.  Due to the COVID-19 pandemic, CLFA has been negatively impacted by an influx of services needed for the target populations receiving resources they serve. CLFA has increased their capacity to better serve the community, however CLFA is unable to support the administrative needs of the organization without ARPA funding.

Funding will support administrative salaries that otherwise are not funded through grant funding and provide office space improvements for staff.

 

ENVIRONMENTAL FINDING

 

This project is exempt under Section 15301/Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines. 

 

LOCAL PREFERENCE

 

This organization has been previously approved by Council.

 

FISCAL IMPACT

 

This program will be funded through American Rescue Plan Act funding and will not impact the general fund.
