RECOMMENDATION
Approve the attached Resolution authorizing the Interim Director of Aviation or designee to execute and submit all pre-application and application documents for Community Noise Mitigation Program grant funding to the United States Department of Defense Office of Local Defense Community Cooperation, accept grant funds for Fiscal Year 2026 for Fresno Yosemite International Airport, and execute funding agreements and any amendments thereto on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The requested Resolution will authorize pre-application, application, acceptance of grants and amendments, and execution of all related documents by the Interim Director of Aviation or designee for Community Noise Mitigation Program grant funding from the United States Department of Defense Office of Local Defense Community Cooperation for the Fresno Yosemite International airport. The DoD is expected to offer funding for Federal Fiscal Years (FFY) 2026 to support the installation of noise-mitigating insulation and treat approximately 32 single-family residences located within the City of Fresno, California impacted by fixed-wing military aviation noise from Fresno Air National Guard Base.
This funding opportunity is provided by the U.S. Department of Defense with grant funding being managed by the Office of Local Defense Community Cooperation.
BACKGROUND
The Airport will apply these funds to undertake the installation of noise mitigating insulation in single-family residences located within the City of Fresno, impacted by fixed-wing military aviation noise from Fresno Air National Guard Base, within the 65 dB CNEL/DNL noise contour, with priority given to geographically clustered neighborhoods closest to FAT. The primary goal is to achieve interior noise levels below 45 dB CNEL/DNL, in compliance with FAA Part 150 standards.
ENVIRONMENTAL FINDINGS
This action is approval of an application and the acceptance of grant funding, so CEQA is not required at this time. The appropriate CEQA finding will be prepared and adopted at such time as the City commits to the proposed FAT Noise Mitigation Project.
LOCAL PREFERENCE
Local preference was not considered because the Resolution does not include a bid or award of a construction or services contract.
FISCAL IMPACT
There is no impact to the General Fund or to the ratepayers of the City of Fresno from this action. Approval of the Resolution will allow the Airports Department to accept a Community Noise Mitigation Program Grant from the United States Department of Defense. If the grant is awarded, the Airports Department will fund the required non-federal match from Airport Revenues.
