RECOMMENDATION
Staff recommends that the City Council approve a first amendment to the agreement with Willdan Engineering for $3,980, for traffic engineering and civil engineering design services for the new traffic signal at the intersection of Shields Avenue and Weber Avenue, and authorize the Public Works Director or designee to execute the amendment to agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City of Fresno seeks to construct a traffic signal and street improvements at the intersection of Shields and Weber Avenues. The original scope included construction of a traffic signal, and street improvements, including a driveway for the Burlington Northern Santa Fe Railroad (BNSF) for access on their property, curb ramps to meet Americans with Disabilities Act (ADA), safety street lights, storm drain modifications, signage, and striping. Coordination with BNSF was necessary in order to design and construct the improvements. Near the completion of the final design, BNSF informed the City of Fresno that it no longer desired to have a driveway for access at this location. The design will need to be revised to remove the driveway, reconfigure the traffic signal, signage, and striping. Staff recommends the approval of the First Amendment to Agreement with Willdan Engineering for $3,980 for traffic engineering and civil engineering design services for the new traffic signal at the intersection of Shields Avenue and Weber Avenue.
BACKGROUND
In Fiscal Year 2015, the Federal Highway Safety Improvement Program allocated funds for the installation of a traffic signal at the intersection of Shields and Weber Avenues. Vehicle traffic through the one-way stop tee-intersection of Shields and Weber Avenues experiences persistent delays and congestion. The proposed traffic signal project at the intersection of Shields and Weber Avenues provides a significant improvement in vehicle movement and pedestrian mobility through the intersection. The original project includes the installation of a traffic signal, construction of ADA compliant curb ramps, crosswalks, signs and pavement striping, minor concrete improvements including a driveway onto BNSF property in coordination with BNSF, and modifications to the streetlight system.
Recently, at the final design stage, BNSF informed the City of Fresno that it no longer desired to have a driveway for access at this location. In order to move the project towards construction, the original scope and contract period needs to be amended to facilitate the revisions to the construction documents to remove the BNSF drive approach. The revision will include removal of the driveway and reconfiguration of the traffic signal, signage and striping.
The original agreement dated November 15, 2013, with Willdan Engineering totaled $49,095. Staff negotiated the additional scope to the contract for an increase of $3,980, which brings the total sum of the contract to $53,075. The amendment will be funded through Federal Highway Safety Improvement Program (HSIP) funds and Citywide Traffic Signal Mitigation Impact Fees, which are within the amounts included as part of the project’s approved budget.
The City Attorney’s Office has reviewed and approved to form the proposed amendment to agreement.
Staff recommends the approval of the First Amendment to Agreement with Willdan Engineering for $3,980 for traffic engineering and civil engineering design services for the new traffic signal at the intersection of Shields Avenue and Weber Avenue, and establish a completion date of June 11, 2018 for the plans, construction documents, and engineer’s estimate.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this contract does not qualify as a “project” as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not implemented; this is an amendment to an existing agreement.
FISCAL IMPACT
The project, which is located in Council District 1, will not have any impact to the General Fund. The amendment amount of $3,980 will be funded by Federal Highway Safety Improvement Program (HSIP) funds and Citywide Traffic Signal Mitigation Impact Fees, which are within the amounts included as part of the project’s approved budget.
