RECOMMENDATIONS
Staff recommends approval of an agreement for Professional Engineering Services with Provost and Pritchard Consulting for $294,000 plus $15,000 for contingencies, for the design, bidding and construction support phases of the South Van Ness Industrial Area Roadway and Utilities Infrastructure Improvement Project, and to allow the Public Works Director, or designee, to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
To extend the life of the existing major streets through street surface restoration, the City of Fresno applied for U.S. Department of Commerce, Economic Development Administration (EDA) funds to fund professional engineering design, bidding and construction support services for the South Van Ness Industrial Area Roadway and Utilities Infrastructure Improvement Project.
BACKGROUND
The City of Fresno Public Works Department has identified a need for street surface restoration in the South Van Ness Industrial Area. The streets to be included are East California Avenue between South Cherry Avenue and South East Avenue, South East Avenue between East California Avenue and East Hamilton Avenue, East Hamilton Avenue between South Pearl Avenue and Fulton Street and South Pearl Avenue between East Butler Avenue and East Hamilton Avenue. The total estimate for the South Van Ness Industrial Area Roadway and Utilities Infrastructure Improvement Project is $4,348,860. Design and construction costs are funded by an EDA grant and General Fund for Local Match. Funding for this contract is included in the approved City budget for current fiscal year.
In May of 2016, the City applied for EDA funds for the design and construction of this project. The total estimate for the South Van Ness Industrial Area Roadway and Utilities Infrastructure Improvement Project is $4,348,860. The project will not impact the General Fund. Design and construction costs are funded by the EDA grant with Measure “C” Street Maintenance Allocation funding the Local Match. Funding for this contract is included in the approved City budget for current fiscal year. The South Van Ness Industrial Area, as indicated on the attached Vicinity Map, is in need of surface restoration and other related rehabilitation.
The project schedule will begin design in the fourth quarter of 2017, acquisition of right-of-way will begin in the second quarter of 2018, bidding of the construction contract will be in the third quarter of 2018, construction will begin in the fourth quarter of 2018 and completion of the contract will be the third quarter of 2020.
In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) in March 13, 2017, via the City’s website. There were four SOQ’s received and staff interviewed the four best qualified respondents. In May of 2017, the firm Provost and Pritchard Consulting Group was selected as the most qualified consultant and staff negotiated a fee of $294,000 plus $15,000 for contingencies for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for the project.
Staff is requesting the approval of the agreement with Provost and Pritchard Consulting in the amount of $294,000 plus $15,000 for contingencies for the design, bidding support and construction support for the South Van Ness Industrial Area Roadway and Utilities Infrastructure Improvement Project and to authorize the Public Works Director or designee to sign and execute the contract.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because of conditions of the EDA Grant.
FISCAL IMPACT
The project will not impact the General Fund. Design and construction costs are funded by the EDA grant with Measure “C” Street Maintenance Allocation funding the Local Match. Funding for this contract is included in the approved City budget for current fiscal year.
