Staff recommends Council approve the award of a Cooperative Purchase Agreement to Quinn Company of Fresno, California for the purchase of one Caterpillar model AP1055 asphalt paver in the amount of $1,037,080.
EXECUTIVE SUMMARY
The Department of Public Works, Street Maintenance Division is requesting approval to purchase one Caterpillar model AP1055 asphalt paver as a replacement. The new paving machine will be used by City crews to pave streets with hot mix asphalt throughout the City of Fresno. The new unit will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell.
BACKGROUND
The Department of Public Works, Street Maintenance Division is responsible for maintaining 1,805 miles of City streets and boulevards. As street pavements degrade to the end of their service life, asphalt paving is needed to restore the street back to a good and serviceable condition. City maintenance crews pave streets using approximately 60,000 to 70,000 tons of asphalt annually as part of the ongoing maintenance to preserve and improve street quality. The asphalt paving machine is the primary piece of equipment used to place an asphalt overlay. The paving machine automatically spreads, levels, and pre-compacts the asphalt to a uniform thickness before a large drum roller finalizes the compaction.
The new Caterpillar Model AP1055 will replace an existing unit that has exceeded the cost-effective life span and regularly incurs significant repair costs. The new machine will be equipped with a Wieler E650 asphalt windrow elevator, enabling efficient material transfer and ensuring consistent delivery of asphalt to the screed for high-quality paving performance. The Wieler E650 windrow elevator allows for continuous paving by eliminating the need for the paver to stop and wait for dump trucks to back up, hitch, and dump. The new equipment provides improved reliability, reduces down time, and provides greater fuel efficiency resulting in lower operating cost and improved ride quality and smoother roads.
The paver identified for replacement continues to incur significant repair costs and downtime. The General Services Department, Fleet Management Division recommends this purchase based on the needs of the Street Maintenance Division and condition of the unit identified for replacement.
Construction equipment is exempt from the Advanced Clean Fleet regulation and is not required to transition to zero emission technologies.
The equipment will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell. The purchase contract will be awarded to Quinn Company of Fresno, California. The total purchase price is $1,037,080. This price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as sales tax at 8.35%. The Purchasing Division has approved this contract and recommends Council to approve.
The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable because this is a cooperative purchase. However, Quinn Company is a local business as defined by the FMC.
FISCAL IMPACT
No general funds will be used to purchase this unit.
The funding to cover the purchase cost of the Caterpillar AP1055 paving machine was included in the FY2026 budget under the operations of the Department of Public Works, Street Maintenance Division. The source of funding will be Measure C and SB1 Gas Tax.
The acquisition could not be completed prior to the end of FY2026 causing the project to carry into FY2027. Therefore, the funding for the paving machine was not spent in FY2026 and if approved, the FY2026 funds will be re-appropriated to FY2027 to complete the acquisition.
