Actions pertaining to the Grantland Water Main Extension between Shaw & Gettysburg Project (Bid File 12600527) (Council District 1 and County):
1. Adopt a finding of Statutory Exemption pursuant to Public Resources Code Section 21080.21 of the California Environmental Quality Act Guidelines;
2. Award a Construction Contract in the amount of $1,159,574.00 to Cal Valley Construction Inc., as the lowest responsive and responsible bidder.

RECOMMENDATION
Staff recommends City Council (1) adopt a finding of Statutory Exemption pursuant to Public Resources Code Section 21080.21 of the California Environmental Quality Act (CEQA) Guidlines, and (2) award a Construction Contract in the amount of $1,159,574.00 to Cal Valley Construction Inc., as the lowest responsive and responsible bidder for the Grantland Water Main Extension between Shaw & Gettysburg Project (Project), and authorize the Capital Projects Director or designee to sign and execute all documents on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Capital Projects Department seeks to award a water main Construction Contract to Cal Valley Construction Inc. following a competitive bidding process which identified them as the lowest responsive and responsible bidder in the amount of $1,159,574. The Project will provide increased service pressure and reliability for drinking water and fire protection in the adjacent service area. The scope of work includes construction of 16-inch Ductile Iron Pipe (DIP) and 8-inch Polyvinyl Chloride (PVC) pipe within North Grantland Avenue, along with all trenching, excavation, pavement restoration, and incidentals for complete construction. Funding for this project is included in the Fiscal Year 2026 Capital Improvement Budget within the Water Enterprise Fund.
BACKGROUND
The City of Fresno water system operates on a half mile grid with larger transmission grid mains feeding smaller local service mains to maintain service pressure throughout the City. The existing transmission grid main in North Grantland Avenue terminates just south of West Shaw Avenue and resumes just south of the West Gettysburg Avenue alignment. The Department of Public Utilities has identified the need to extend the transmission grid main within North Grantland Avenue between West Shaw Avenue and the West Gettysburg Avenue alignment. Establishing continuity in the Grantland transmission grid main will increase service pressure and reliability for drinking water and fire protection in the adjacent service area. The project includes construction of 2,823 linear feet of 16-inch DIP transmission grid main, and 91 linear feet of 8-inch PVC water main. Funding for this Project is included in the Fiscal Year 2026 Capital Improvement Budget within the Water Enterprise Fund.
A Notice of Inviting Bids was advertised and published on the City’s website, Planet Bids, and the Business Journal on January 20, 2026. The Project plans and specifications were distributed to 42 prospective bidders and posted at three (3) Building Exchanges. Ten (10) sealed bid proposals were received and publicly opened on February 24, 2026, with bids ranging from $1,159,574.00 to $1,557,38.80. Cal Valley Construction Inc. submitted a bid in the amount of $1,159,574.00 and was determined to be the lowest responsive and responsible bidder. The bids are set to expire on April 29, 2026. If the bids are rejected or expire, the project must be rebid which will result in a delay to the project.
This contract is covered by the Community Workforce Agreement (PLA), adopted by Council in September 2021. Cal Valley Construction Inc., shall become signatory to the PLA by executing the Agreement to be Bound.
Staff recommends City Council adopt a finding of Statutory Exemption pursuant to Public Resources Code Section 21080.21 of the CEQA Guidelines, award a Construction Contract in the amount of $1,159,574.00 to Cal Valley Construction Inc., as the lowest responsive and responsible bidder, and authorize the Capital Projects Director or designee to sign and execute all documents on behalf of the City.
The City Attorney’s Office has reviewed and approved the contract documents as to form.
ENVIRONMENTAL FINDINGS
Staff has determined that the Project is exempt from the CEQA pursuant to Public Resources Code Section 21080.21. This exemption applies because the Project involves installation of new water main less than one mile in length and entirely within existing public rights-of-way. All work will occur in previously disturbed roadway corridors, will require no new right-of-way or easements, and will not result in significant environmental effects. The Project also includes minor alterations to existing utility connections and pavement restoration.
LOCAL PREFERENCE
Cal Valley Construction Inc. is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The Project is located in Council District 1 and the County of Fresno, and will have no impact to the General Fund. Funding for this Project is included in the Fiscal Year 2026 Capital Improvement Budget within the Water Enterprise Fund.
