RECOMMENDATION

 

Staff recommends that the City Council adopt a finding of Categorical Exemption per Staff determination pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, award a construction contract in the amount of $351,092 to Cal Valley Construction, of Fresno, California as the lowest responsive and responsible bidder for the McKinley Avenue Overlay from Marks Avenue to Hughes Avenue and authorize the Public Works Director or designee to sign the standardized construction contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno seeks to overlay McKinley Avenue from Marks Avenue to Hughes Avenue.  The existing pavement is in need of significant pavement rehabilitation to maintain serviceability and to extend the life of the roadway.  Through coordination with City Street Maintenance team, this overall project is following after a recent pavement repair project and collectively the projects will provide the overall pavement rehabilitation necessary for this street segment.

 

BACKGROUND

 

The McKinley Avenue Overlay from Marks Avenue to Hughes Avenue, was initiated in FY15 when the City was awarded a Federal grant from the Regional Surface Transportation Program (RSTP).  The project was designed by in-house Public Works staff once the grant funds were obligated. The project was budgeted in the adopted FY16 Capital Budget by City Council.  The preliminary engineering design took approximately 18 months to complete and was completed by in-house Public Works design staff.  There was no Right of Way required for this project.  The scope of work for this project includes conform grinding, pavement overlay, raising sewer and storm drain manholes and water valves to finished grade, replacing damaged traffic loop detectors, signs, striping and markings, and upgrading curb ramps at the returns in accordance with the most current American Disabilities Act standards.

 

The City of Fresno Street Maintenance Division recently performed full section pavement repairs in localized areas within the project limits.  These efforts were in coordination with this project to provide the necessary pavement rehabilitation needed in the area.  The two projects collectively will extend the overall life of the street and provide long term benefits to the community.

 

Public Works Department Staff prepared plans and specifications.  The Notice Inviting Bids was published in the Business Journal on March 21, 2018, posted on the City’s website and was sent via fax to twelve (12) building exchanges.  The plans and specifications were distributed to six (6) prospective bidders.  Two (2) sealed bid proposals were received and opened in a public bid opening on May 1, 2018, with the bids ranging from $351,092 to $374,078.  Staff recommends that the Council award a construction contract in the amount of $351,092 to Cal Valley Construction as the lowest responsive and responsible bidder for the McKinley Avenue Overlay from Marks Avenue to Hughes Avenue and authorize the Public Works Director or designee to sign the standardized construction contract on behalf of the City.  The bids will expire 64 days after the bid opening date, on July 4, 2018.  If the bids are rejected or expired, the project will be rebid, resulting in a delay of approximately 60 days. 

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment of this project and has determined that this project fits within the definition of Class 1 Categorical Exemption as set forth in CEQA Guidelines, Section 15301(c), which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use.  This exemption applies because this project only involves the resurfacing of an existing roadway and the new replacement of existing improvements will be placed on the same site as the old improvements to be replaced or repaired.  Furthermore, Staff has determined that none of the exceptions to the Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this project.

 

LOCAL PREFERENCE

 

The local preference was not implemented based on conditions of the Regional Surface Transportation Program grant.

 

FISCAL IMPACT

 

The McKinley Avenue Overlay from Marks to Hughes Avenues is located in Council District 3.  The overall cost of the project is $566,000 and is 100% federally funded by a grant from the Regional Surface Transportation Program.  The project will have no impact to the General Fund.  All funds necessary for the contract award are included in this fiscal years approved City of Fresno budget.  Of the overall budget of the project, $351,092 will be used for the construction contract award.
