RECOMMENDATIONS

 

Staff recommends that the City Council approve the South Fresno Development Project Agreement between the City of Fresno, County of Fresno, Fresno Irrigation District and Fresno Metropolitan Flood Control District and authorize the Public Works Director or his designate to sign the agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

The Fresno Metropolitan Flood Control District (FMFCD) received a commitment from the United States Department of Commerce Economic Development Administration (EDA) through the EDA Award No. 07-01-07079 as the lead applicant to partially fund construction of flood control improvements and street improvements in the area of North and Fig Avenues near the Cargill Meat Solutions Facility.   FMFCD is requesting that the City of Fresno participate in funding a portion of the construction funds for the area within the City of Fresno. The other co-participants will be Fresno Irrigation District and the County of Fresno.

 

BACKGROUND

 

The streets in the area of the Cargill Meat Solutions Facility are in dire need of replacement as well as the installation of flood control improvements (see attached exhibits in agreement). Completing the street work in this area will be a benefit to the Cargill Plant as well as the adjacent land area for future industrial activities.

 

FMFCD, as lead applicant, received a commitment from the EDA through the EDA Award No. 07-01-07079 for partial funding of these improvements. The EDA maximum funding allotment is $1,269,000.  Since the area of construction lies in the City of Fresno, County of Fresno and includes both FMFCD and Fresno Irrigation District facilities, each Agency was requested to be co-applicants.

 

The City of Fresno has been requested to participate financially in construction funding, plan review and construction management oversight. The City of Fresno’s obligation totals $790,228 with $191,732 coming from credits owed the City by FMFCD and $390,926 from the EDA grant. The remaining $207,570 is the City’s obligation to the construction, plan review and construction management services within the City’s sphere.

 

Staff recommends that the City Council approve the South Fresno Development Project Agreement between the City of Fresno, County of Fresno, Fresno Irrigation District and FMFCD and authorize the Public Works Director or his designate to sign the agreement on behalf of the City.

 

ENVIRONMENTAL FINDINGS

 

FMFCD as the lead agency is responsible to provide the environmental clearance for this project.

 

LOCAL PREFERENCE

 

Local Preference was not applied since this is not an award of a construction project.

 

FISCAL IMPACT

 

This project will not impact the General Fund as Gas Tax Funds in the amount of $375,000 have been included in the Public Works Department FY 2018 Capital Improvement Program budget for this project.
