RECOMMENDATION

 

Staff recommends that the City Council affirm the City Manager’s determination that ARC is uniquely qualified to provide job coaching, education, and social skills training for adults with developmental and intellectual disabilities, and authorize the Director of Aviation to execute a Service Agreement between the City of Fresno and ARC for litter abatement services at FAT in the amount of $484,054.85.

 

EXECUTIVE SUMMARY

 

The Airports Department (Airports) currently has a service agreement with ARC ending on June 30, 2023. ARC provides job coaching, education, and social skills training for adults through its vocational services programs. The litter abatement service performed at FAT is one of the placements available for participants of ARC’s programs. ARC’s trained staff support participants by teaching them assigned tasks and professional behavior when servicing FAT’s parking lots and garage, rental car areas, and street frontages. The goal of this program is to have participants earn their own income and training to be able to work independently in their community in the future. The new five-year Service Agreement will provide continued support for this program while maintaining a clean and presentable airport. 

 

BACKGROUND

 

Airports has a community outreach program that includes donating books and reading to local schools, hosting Beautify Fresno events, and partnering with ARC to support adults with developmental and intellectual disabilities. ARC, a local non-profit organization, is an integral part of this community outreach program. The organization provides vocational skills, training, and job placement services for adults with intellectual and developmental disabilities such as autism and seizure disorder. Participants in ARC’s services can be placed in various specialties including litter abatement, landscaping, janitorial, and confidential shredding.

 

In 2018, Airports entered into a similar agreement with ARC. This agreement will be coming to the end of its term on June 30, 2023. More than seventeen participants received 33,000 hours of paid work experience under the current agreement. Participants benefit from interacting with coworkers, Airport staff, and the public, allowing for the development of professional skills and behavior. Others have been able to move out on their own, opened their own business, or went to obtain competitive employment. Participants have a sense of accomplishment from the jobs they hold and contribute to a positive work customer experience by keeping the areas around FAT clean and presentable.

                       

The City Manager has approved ARC as a Uniquely Qualified Vendor for these services.

 

This Contract is consistent with the previously executed ARC contract, and has been reviewed and approved as to form by the City Attorney’s Office. The City’s Risk Management Division has reviewed and approved insurance and indemnity provisions.

This is not a “project” pursuant to CEQA Guidelines Section 15378.

 

FISCAL IMPACT

 

Funding for the five-year Contract ($484,054.85) will be made in installments over a five-year period.  Total payments for year one will be $91,173.94. Funding for year one is included in the Airports Department FY24 proposed budget.  Funding for subsequent years will be budgeted in future fiscal year budgets.  There is no impact to the General Fund from this action.
