Staff recommends that the City Council approve the attached agreement with Jones and Madhavan Architecture Engineering in the amount of $92,000 for the aquatics analysis and design of plans for designated PARCS aquatics facilities.

 

EXECUTIVE SUMMARY

 

The proposed analysis of PARCS aquatics facilities will allow for an assessment of all swimming pools operated by this department.  This Consultant Agreement with Jones and Madhavan is for the assessment of Standard, Learner, and Wader Pools, and will also include plans for the Airways and Frank H. Ball Swimming Pool system refurbishments.

 

BACKGROUND

 

The majority of aquatics facilities maintained by this department are extremely old and in need of significant renovation or replacement. The oldest pool, Frank H. Ball, was built in 1939, while the newest pool located at the Mosqueda Community Center was built in the 1980’s.  This department currently operates nine (9) swimming pools, all of which are very dated and in serious need of upgrades and repair.

 

The four (4) Standard Pools (Airways, Frank H. Ball, Mary Ella Brown, and Mosqueda) were all built at different times with each having very unique operating systems.  The five (5) Learner Pools (Einstein, Fink White, Pinedale, Quigley, and Romain) were all built during the 1960’s, as were the wader pools.  Future pool refurbishments will focus on attempting to standardize all systems so replacement parts can be purchased in bulk and repairs can be done in a timely manner.

 

Because of the dated infrastructure, new systems that conserve water and reduce energy costs will be part of this renovation program.  With each pool being mechanically different, maintenance staff spends an inordinate amount of time repairing pool systems by making field modifications to circumvent parts that are no longer manufactured.

 

Per Administrative Order 6-19, PARCS staff worked with Purchasing and solicited a notice requesting a statement of qualifications from consultants.  Based on the statements of qualifications, Jones and Madhavan Architecture Engineering were selected to provide professional engineering assessment services for this project.

 

Jones and Madhavan was selected by a PARCS and Airports selection committee to provide an analysis that will focus on aquatics facilities infrastructure that includes pumps, filters, drains, electrical connections, storage sumps and feeding units.  This analysis will enable PARCS to develop a scope of work that prioritizes the order in which pools are upgraded in the Departments Annual Capital Improvement Program.

 

Staff negotiated a fee of $92,000 for professional services to complete the assessment of aquatics facilities and design plans for Airways and Frank H. Ball pools.  Jones and Madhavan will evaluate each pool separately and the recommendations for future work will be specific to each site.  The assessment will reveal individual site improvement details which are not currently known, but the assessment design fee covers the complete cost to finalize the analysis.  Funding for the analysis is contained in the FY 16 PARCS Budget and will be comprised of $58,000 from PARCS Community Block Development Grants (CDBG) which will include Large Pools (Frank H. Ball, Mary Ella Brown, Mosqueda), Learner Pools (Fink White, Pinedale, Quigley, Romain) and Wader Pools (Fink White, Frank H. Ball, Holmes, Sunset); and $4,000 from PARCS Special Projects Fund which will include Einstein learner pool and Lafayette wader pool; and $30,000 from Airports Department’s capital improvement fund which will include the Airways Pool and wader area. 

 

The agreement for consultant services has been approved as to form by the City Attorney’s Office.

 

ENVIROMENTAL FINDINGS

 

By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a “project” for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented because none of the consultants were local businesses.

 

FISCAL IMPACT

 

The project funding was included for the assessment and design of plans in the FY16 budget for Airways Pool.  The Airports Department will provide funding for projects related to Airways Swimming Pool and wader area based on available resources in the department.  Funding for the analysis will be comprised of $58,000 from PARCS Community Block Development Grants (CDBG), $4,000 from PARCS Special Projects Fund and $30,000 from Airports Department’s capital improvement fund for the Airways Golf Course facility.
