RECOMMENDATION
 
It is recommended that Council approve the renewal of the City's insurance program as proposed by the City's broker of record, Alliant Insurance Services.
 
EXECUTIVE SUMMARY
 
The City's broker of record, Alliant Insurance Services, assists City staff in the identification of cost effective insurance and self-insurance programs that allow the City to best manage its various exposures. Consistent with this obligation, Alliant marketed the City's insurance program to a wide variety of potential insurers that currently provide quotes to California public entities.  The enclosed recommendations represent the broadest & most cost effective coverage options. The proposed premiums for these programs have been included in the budget for Fiscal Year 2015-2016.
 
BACKGROUND
 
The California market for public entity liability insurance has become less competitive in the last few years and a number of carriers are no longer providing liability insurance coverage in the State.  The current carriers on the City's liability program are among those that chose to discontinue providing public entity excess liability in California.   As a result, Alliant, on behalf of the City of Fresno, sought equal or better coverage proposals.  Risk Management has received and reviewed the quotes for insurance coverage for the next fiscal year and recommends binding the coverage with the new liability insurance carriers. The recommended carriers provide coverage that is equivalent to the expiring policies.  The budget for Fiscal Year 2016 provides sufficient funding to cover the renewal premiums.  A summary of the policies, premiums and carriers is below:
