Actions pertaining to the Garage 7 High Priority Repairs project:
1. Adopt finding a Categorical Exemption pursuant to Section 15301 Existing Facilities of the California Environmental Quality Act (CEQA) Guidelines
2. Award a construction contract to Capital Industrial Restoration Inc., of Rancho Cordova, California, in the amount of $1,632,100.00 for the Garage 7 High Priority Repairs project located at 801 Van Ness (Bid File #12500449) (District 3)
3. Authorize the Director of General Services or designee to sign and execute all related documents

RECOMMENDATION
Staff recommends Council adopt a finding of a Categorical Exemption and award a construction contract to Capital Industrial Restoration Inc. in the amount of $1,632,100 as the lowest responsive and responsible bidder for the Garage 7 High Priority Repairs and authorize the Director of General Services or designee to sign and execute all related documents.
EXECUTIVE SUMMARY
Parking Garage 7 is located at 801 Van Ness Avenue on the corner of Van Ness Avenue and Inyo Street (also known as the “Spiral Garage”). Garage 7 has been in service for over 50 years and requires safety repairs to keep it structurally sound for years to come. Assessment of the parking garage was performed in 2016 by Walter P. Moore and Associates whose report recommended High, Medium, and Low priority repairs for the structure. The proposed Parking Garage 7 High Priority Repairs project addresses the high priority items noted in the assessment including post-tensioning reinforcement, stairwell repairs, slab spall repairs, replacement of loose/broken barrier cables, addition of safety bollards, and repairs to concrete cracks. These proposed repair items will provide a public safety improvement and will extend the parking structure’s lifespan. In addition, the exterior of the parking structure will be painted, the parking surface will be restriped, and the elevator doors will be painted.
BACKGROUND
Parking Garage 7 is located at 801 Van Ness Avenue on the corner of Van Ness Avenue and Inyo Street. The garage was built in 1969 and consists of a seven-story cast-in-place structure with a total of 615 parking spaces including 15 accessible spaces. The parking garage provides ideal parking for many businesses and downtown events. There are several components of the garage that need repair to maintain a safe and functional structure for vehicles and pedestrians.
The proposed repairs were called out as High Priority repairs in the 2016 Walter P. Moore Condition Assessment Report. Concrete crack and spall repairs will ensure steel reinforcement members will not deteriorate due to water and chemical intrusion. The addition of barrier cables, intermediate bars, new bollards and replacement of the stair handrails will bring the garage up to current building codes protecting public safety. Repair and inspection of the post tension cables will restore the structural capacity of the parking garage and lengthen the lifespan of the structure.
Plans and specifications for the Garage 7 High Priority Repairs project were prepared by Brooks-Ransom Associates, Inc A Notice Inviting Bids was published on September 16, 2024, distributed to eight (8) building exchanges, and posted on PlanetBids. The specifications were distributed to thirty-seven (37) prospective bidders. One on-line bid proposal was received and opened in a public bid opening on October 31, 2024. Staff have determined that Capital Industrial Restoration Inc. is the most responsive and responsible bidder.
The City Attorney has approved the contract as to form.
ENVIRONMENTAL FINDINGS
Staff has determined that a Categorical Exemption is appropriate, based on Section 15301 Existing Facilities of the California Environmental Quality Act (CEQA) Guidelines, which exempts repair, maintenance or minor alterations of existing public facilities involving negligible or no expansion of existing or former use. Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Staff recommends Council, based upon its own independent judgment, adopt finding of a Categorical Exemption per staff determination, pursuant to Section 15301 of the CEQA Guidelines for the Garage 7 High Priority Repairs project.
LOCAL PREFERENCE
Local preference is not applicable as the use of federal funding precludes use the of local preference for this project.
FISCAL IMPACT
There will be no General Funds used for this contract. The Garage 7 High Priority Repairs construction contract is funded with American Rescue Plan Act (ARPA) funds included in adopted FY2025 Parking Services Division budget.
