Actions pertaining to a Service Agreement for training and consulting:
1. Approve the finding that Esri, Inc. is uniquely qualified; and
2. Approve a Service Agreement with Esri, Inc. in the amount of $65,400 for the Esri Enterprise Advantage Program for training and consulting services.

RECOMMENDATION
Staff recommends Council approve a finding that Esri, Inc. (Esri) is uniquely qualified and authorize the Chief Information Officer to enter into a one-year Service Agreement (Agreement) between the City of Fresno (City) and Esri, Inc., (Esri) for the Esri Enterprise Advantage Program (EEAP) in the amount of $65,400.
EXECUTIVE SUMMARY
The EEAP is an annual subscription designed to provide enterprise-wide visioning and geospatial enablement through technical advisory, an annual planning meeting, a collaboratively developed technical work plan, and access to exclusive quarterly technology webcasts. The program also provides access to a combination of consulting, premium support, and training services. This configuration includes a one-day annual planning session; up to 100 Technical Advisor hours; Quarterly Technology Webcasts and 50 Learning and Services Credits. Esri is uniquely qualified to provide these services.
City staff wish to enter the EEAP with Esri for the purpose of analyzing the overall efficiency of our use of Esri software, and to restructure existing licensing, upgrading server and desktop software to the latest versions, and training staff on the latest Esri technology so we can reap the greatest benefit from our investment. We also wish to use the EEAP as an opportunity to train and learn about the next generation of Esri web-based GIS, so that we can best support decision-makers, leaders, City administration and the City Council with data, tools, and analysis. Esri is uniquely qualified to provide the services needed to analyze, restructure, upgrade and train due to its specialized expertise in the EEAP program.
BACKGROUND
We have been under continuous maintenance with Esri for more than 25 years. Today, Esri GIS Desktop Software, Web-based software, and server-based software is used by many departments throughout the City.
We continue to rely on classic desktop GIS software for engineering work in the Department of Public Utilities and the Department of Public Works. Desktop GIS software is also used in Planning and Development and for public safety in the Police Department and Fire Department.
In addition to desktop GIS, the City heavily utilizes web GIS, both on premises using ArcGIS Enterprise and, in the Cloud, using ArcGIS Online. ArcGIS Enterprise enables internal web-based applications such as iView and GIS Toolbox and supports enterprise software such as EAM in the Department of Public Utilities, Accela Civic Platform citywide, and Axon in the Police Department. ArcGIS Online powers web GIS on the public internet, for our GIS Public Data Hub, the Fire Department operations dashboard, and maps on our web site such as Council District maps, maps for the Office of Cannabis Oversight, and department map galleries.
The demand for GIS and Esri software in City continues to grow, and our investment in Esri products and services continues to grow as well. Within the past year, we have licensed ArcGIS Business Analyst, which enables site suitability analysis in DPU and the City Manager’s Office as well as providing Economic Development with maps and data analysis supporting the business case for new investment in City. We have also licensed ArcGIS Urban, which is being used by City planners in Planning and Development to create a Fiscal Impact analysis, to provide definitive evidence of the fiscal impact and cost of new annexations, to support Tax Rate Sharing negotiations and City policy.
ENVIRONMENTAL FINDINGS
The approval of this Agreement is not a project as defined by the California Environmental Quality Act (CEQA).
LOCAL PREFERENCE
Local preference was not implemented because local preference is not applicable to non-professional service agreements.
FISCAL IMPACT
Funding for this item is appropriated in the Fiscal Year 2022 Budget.
