Actions pertaining to the Manchester Skate Park Project: (Council District 7)
1. Affirm the City Manager’s finding that Provost & Pritchard Engineering Group Inc., dba Provost & Pritchard Consulting Group, is uniquely qualified;
2. Approve the professional engineering and architectural services agreement with Provost & Pritchard Engineering Group Inc., dba Provost & Pritchard Consulting Group, of Fresno, California in the amount of $95,500, and a $10,000 contingency, for the design and construction support services for the Manchester Skate Park Project.

RECOMMENDATION
Staff recommends City Council approve the professional engineering and architectural services agreement with Provost & Pritchard Consulting Group in the amount of $95,500, and a $10,000 contingency, for the design and preparation of construction documents for the Manchester Skate Park Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to design and construct a skate park at Manchester Park located at the northeast quadrant of Fresno Street and Shields Avenue within the City of Fresno. The project proposes, but is not limited to, the design of a new skate park and skating features, shade sail, park benches, waste receptacles, and lighting evaluation, recommendations, and lighting improvement plans. The project scope shall also include accessibility evaluations, recommendations, and accessibility improvement plans. These improvements shall enhance guest experience, safety, and accessibility to the existing site. Staff recommends City Council approve the professional engineering and architectural services agreement with Provost & Pritchard Consulting Group, to facilitate development of general construction documents and cost estimates necessary to complete the project. The contract for professional engineering design services will be funded with American Rescue Plan Act (ARPA) dollars.
BACKGROUND
Manchester Park is located within a Fresno Metropolitan Flood Control District (FMFCD) basin site (Basin BB) and has been operated as a City park under joint maintenance and operation agreement with FMFCD since 1965. The agreement allows the City to operate the location as a City park from May 16 through November 14 each year. During the winter and early spring, the park is closed to the public. The park contains a restroom, ballfields, basketball courts, and a play structure. The park also includes a wader pool which has been inoperable for many years as it does not include a recirculating filtration system that meets current standards for health, safety, and water conservation. This wader pool and wader pool infrastructure is to be removed and replaced with a new splash park amenity currently in design under a separate agreement.
Provost & Pritchard Consulting Group is currently the City’s consultant for the Manchester Splash Pad Project. A community meeting was held on September 19, 2023, at Manchester Gate Elementary School and included members of the community, PARCS and the Council District. During the meeting, the community provided input on the desired splash pad and the amenity types. Additionally, the community also provided input to inform the Skate Park project which was approved funding for design in the Fiscal Year 2024 budget. Provost & Pritchard Consulting Group is intimately knowledgeable of the project site and existing infrastructure and is uniquely qualified to fully develop the construction documents for the Manchester Skate Park Project.
Staff recommends approval of the proposed agreement with Provost & Pritchard Consulting Group in the amount of $95,500, and a $10,000 contingency, for the design and preparation of construction documents for the Manchester Skate Park Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City of Fresno.
The City Attorney’s Office has reviewed and approved the proposed agreement as to form.
ENVIRONMENTAL FINDINGS
A consultant agreement for the design of plans and cost estimates does not qualify as a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.
LOCAL PREFERENCE
Provost & Pritchard Engineering Group Inc., dba Provost & Pritchard Consulting Group, is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The proposed project is in Council District 7. The project is funded with FY2025 American Rescue Plan Act appropriations and has no impacts to the General Fund.
