RECOMMENDATION

 

It is recommended that the City Council approve the Second Amendment to Salary Resolution No. 2015-108 to add the new classifications and assigned salary ranges for Community Revitalization Technician and Traffic Signal Operations Specialist to Exhibit 3, Unit 3, Non-Supervisory White Collar, represented by the Fresno City Employees Association (FCEA), and the Supervising Traffic Signal Operations Specialist  classification and assigned salary range to Exhibit 13-1, Unit 13, Management Non-Confidential (CFPEA).

 

EXECUTIVE SUMMARY

 

Enhancement of city-wide code enforcement efforts and recognition of the specialized functions in DARM has led to the development of new classifications.  Specifically, the Community Revitalization Technician class, assigned to DARM will expand the Community Revitalization series that serves to reduce blight, enforce code standards, and reduce public nuisances. Furthermore, the Traffic Signal Operations Specialist and Supervising Traffic Signal Operations Specialist classifications will be responsible for work related to traffic data collection, traffic signal timing, traffic signal coordination, and traffic signal systems monitoring. 

 

The Second Amendment to Salary Resolution No. 2015-108 also establishes salary steps for the new classifications.

 

BACKGROUND

 

The approved budget includes enhancement of city-wide code enforcement efforts that focuses on blighted vacant residential properties with the intent of removing blight from neighborhoods.  In order to meet the staffing needs associated with program implementation, the Community Revitalization classification series is being expanded to include a Community Revitalization Technician.  This new classification will be the entry level classification in the Community Revitalization series. This classification is primarily focused on the enforcement of the City’s public nuisance programs, which include external inspections of weeds and tall grass, illegal dumping, unsanitary conditions, abandoned vehicles, and waste tire abatement. This classification will not be responsible for interior property inspections or complex issues and differs from the Community Revitalization Specialist class in that incumbents of the latter are responsible for community and housing outreach programs, zoning enforcement, building code and environmental health enforcement, and inspection (external and interior) of residential and commercial properties for compliance within applicable codes.  

 

In addition, two new classifications are being established in the Traffic Operations Center (TOC).  This division oversees the TOC which is focused on managing the City’s traffic signal operations, such as signal timing, traffic counts and engineering studies.  The new class of Traffic Signal Operations Specialist will be responsible for performing technical work such as testing, installing and maintaining traffic signals.  The Supervising Traffic Signal Operations Specialist will supervise traffic signal staff, as well as analyze traffic data, prepare plans and specifications, and coordinate work with contractors related to Intelligent Transportation Systems (ITS) capital and traffic signal improvement projects.  

 

The City provided notice to all bargaining units regarding the creation of these new classifications and has concluded its meet and confer obligation.

 

The City Attorney’s Office has approved the Second Amendment to Salary Resolution No. 2015-108 as to form.

FISCAL IMPACT

 

The City Council previously authorized the positions and funding of the positions for these new classifications in the FY 2016 budget. Therefore, this Salary Resolution Amendment does not require an Annual Appropriation Resolution for any additional funding.
