Title
Actions pertaining to the Roeding Park Restroom Replacement Project, Bid File 12600914 (Council District 3):
1. Adopt a finding of a Categorical Exemption per staff’s determination, pursuant to Section 15301/Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00278;
2. Award a Construction Contract in the amount of $2,059,736.92 to Rakkar Development & Construction of Fresno, California, as the lowest responsive and responsible bidder for the Roeding Park Restroom Replacement Project.

RECOMMENDATIONS
Staff recommends that City Council (1) adopt a finding of a Categorical Exemption per staff’s determination, pursuant to Section 15301/Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00278, and (2) award a construction contract in the amount of $2,059,736.92 to Rakkar Development & Construction of Fresno, California, as the lowest responsive and responsible bidder for the Roeding Park Restroom Replacement Project (Project), and authorize the Capital Projects Director or designee to sign the standardized Construction Contract on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Capital Projects Department seeks to award a Construction Contract to Rakkar Development & Construction following a competitive bidding process which identified them as the lowest responsive and responsible bidder in the amount of $2,059,736.92. The Project will replace four (4) existing restroom buildings with new prefabricated restroom buildings, as well as relocating and updating accessible parking and pathways. The construction contract will be funded utilizing Fiscal Year (FY) 2026 appropriations from Measure P, Expenditure Category 1.
BACKGROUND
Roeding Park is a 145-acre Park located at 890 W Belmont Avenue adjacent to HWY 99. The Park is home to the Fresno Chaffee Zoo and Storyland, as well as many features including tennis courts, pickleball courts and many other amenities. Within the park there are four existing restroom buildings that have outlived their useful life. The Parks, After School, Recreation and Community Services (PARCS) Department wishes to replace the existing restroom buildings with new prefabricated restroom buildings. In addition to replacing the restrooms, the accessible pathways will be reconfigured as well as the accessible parking stalls to meet current codes. An additional accessible pathway will be constructed to extend from the new pickleball courts to the location of restroom #1, and the existing sidewalk in front of Storyland will be extended to restroom #4.
On July 20, 2023, Council approved an On-Call Consultant Services Agreement with GHD, Inc. for architectural and engineering design services on Fresno parks capital improvement projects (Citywide). On March 4, 2024, the Capital Projects Department approved a Task Order with GHD, Inc. for the design and preparation of construction documents for the Project.
A Notice Inviting Bids was published in Planet Bids and posted on the City’s website on January 6, 2026. The Project plans and specifications were distributed to fifty-two (52) prospective bidders and posted at three (3) building exchanges. Four (4) electronic bids were received and opened in a public bid opening on February 3, 2026, with bid amounts ranging from $2,059,736.92 to $2,723,562.30. Rakkar Development & Construction was determined to be the lowest responsive and responsible bidder in the amount of $2,059,736.92. The bids will expire on April 8, 2026. If the bids are rejected or expire, the Project must be rebid which will result in a delay to the Project.
The Community Workforce Agreement (PLA), adopted by Council in September 2021, applies to this contract because the engineer’s estimate for this project is over $1 million, pursuant to the terms of the PLA.
Staff recommends Council adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301/Class 1 and 15302/Class 2 of the CEQA Guidelines, Environmental Assessment No. PC00278, and award a Construction Contract to Rakkar Development & Construction of Fresno, California, in the amount of $2,059,736.92, as the lowest responsive and responsible bidder for the Roeding Park Restroom Replacement Project, and authorize the Capital Projects Director or designee to sign the standardized Construction Contract on behalf of the City of Fresno. The Construction Contract will be funded utilizing FY 2026 appropriations from Measure P, Expenditure Category 1.
The City Attorney’s Office has reviewed and approved the standardized construction contract as to form.
ENVIRONMENTAL FINDINGS
Staff has determined that a CEQA Guidelines Section 15301/Class 1 (Existing Facilities) and Section 15302/Class 2 (Replacement or Reconstruction) Categorical Exemption is appropriate. Section 15301/Class 1 consists of minor alterations of existing public or private facilities, topographical features, involving no expansion of existing or former use, because the Project proposes to reconfigure the accessible pathways and accessible parking locations. Section 15302/Class 2 consists of replacement of existing structures where the new structure will be located on the same site as the structure being replaced and will have the same purpose and capacity as the replaced structure. The new prefabricated restrooms will maintain the same capacity as the restrooms that are being removed.
Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this Project. Staff recommends that Council, based upon its own independent judgment, adopt the finding of a Categorical Exemption per Staff determination, pursuant to Section 15301/Class 1 and Section 15302/Class 2 of the CEQA Guidelines for the Roeding Park Restroom Replacement Project.
LOCAL PREFERENCE
Rakkar Development & Construction is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The Roeding Park Restroom Replacement Project is in Council District 3 and will have no impact to the General Fund. The Project will be funded utilizing Measure P, Expenditure Category 1 Funds.
