RECOMMENDATION
Staff recommends City Council approve a Consultant Services Agreement with O’Dell Engineering Inc, of Fresno, California in the amount of $298,476, with a contingency amount not to exceed $40,000, for the design and preparation of construction documents for the Dickey Park Rehabilitation Project (Project) and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City.
EXECUTIVE SUMMARY
The City of Fresno Parks, After School, Recreation, and Community Services Department (PARCS) proposes to revitalize Dickey Park (Park) by designing and constructing improvements deemed necessary to renovate and enhance the overall recreation experience at the Park. The Project will further develop a schematic conceptual plan created through a community engagement process held in 2022 and 2023.
The consultant services agreement for professional architectural and engineering services will be funded using Fiscal Year (FY) 2024 Measure P, Expenditure Category 1-Highest Needs appropriations. Council approval of the consultant services agreement between the City and O’Dell Engineering Inc. (O’Dell) is recommended to facilitate community engagement and the development of plans, cost estimates, and general construction contract documents necessary to complete the Project.
BACKGROUND
Dickey Park is located on the northwest corner of Blackstone Avenue and Divisadero Street. The PARCS Department proposes to utilize Measure P, Expenditure Category 1-Highest Needs Funding to revitalize the existing facilities and enhance the guest experience at the Park. In 2022, after a competitive procurement process, PARCS selected WRT to develop the initial conceptual plans for the Park. After several community engagement opportunities, the initial conceptual plan was designed.
Using the conceptual plan as a basis of design, PARCS intends to advance the Project by proceeding with the preparation of the construction documents under the terms of this consultant services agreement with O’Dell. As part of the Project, O’Dell will analyze the existing site conditions, conduct one community outreach meeting, and develop final construction documents. Subject to funding availability and community engagement, the Project may include a plaza space, restroom, multi-use field, resurfaced basketball court, relocated volleyball courts, an entry plaza, and security fencing, among other features.
In accordance with AO 6-19, staff sent out a request for Statement of Qualifications (SOQs) in January 2024 via Planet Bids, email, and published in The Business Journal for the Dickey Park Rehabilitation Project. Four (4) SOQs were received, and staff interviewed the three (3) qualified respondents between March 5, 2024, and March 8, 2024. O’Dell was determined to be the most qualified and responsive based on the consultant interviews. Staff negotiated a fee of $298,476, with a contingency amount not to exceed $40,000, for the design and preparation of construction documents, specifications, cost estimates, community outreach, bidding support services, and construction support services for this Project.
Staff recommends City Council approve the proposed agreement with O’Dell Engineering Inc. in the amount of $298,476, with a contingency amount not to exceed $40,000, for the design and preparation of construction documents for the Dickey Park Rehabilitation Project and authorize the Capital Projects Director or designee to sign on behalf of the City.
The City Attorney’s Office has reviewed and approved the proposed agreement as to form.
ENVIRONMENTAL FINDINGS
A consultant agreement for the design of plans and cost estimates is not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.
LOCAL PREFERENCE
Local preference was implemented in the consultant selection process pursuant to the Fresno Municipal Code Section 4-109. O’Dell Engineering Inc., is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The proposed Project is in Council District 3. The Dickey Park Rehabilitation Project is funded through FY2024 Measure P, Expenditure Category 1-Highest Needs Funds and will have no impact to the General Fund.
