Staff recommends that the City Council award a Service Contract in the amount of $138,320, to Turner Security Systems for Security operations at the Fresno-Clovis Regional Wastewater Reclamation Facility. This Contract term is for three year(s), with provisions for two, one-year extensions.
EXECUTIVE SUMMARY
The Department of Public Utilities, Wastewater Management Division solicited, through a Request for Proposals, security services for the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). Twelve proposals were received and reviewed by the Evaluation Committee. The bid by Turner Security Systems in the amount of $138,320 was found to offer the best value to the City.
BACKGROUND
The RWRF operates 24 hours per day, seven days a week, processing wastewater for more than 500,000 residents and businesses in and around the City of Fresno. The industrial components of this operation require security services which interact with both City personnel and visitors. These services consist of providing qualified security guards to monitor and operate security surveillance camera system and take appropriate action to ensure the safety of all authorized individuals present at the RWRF; regulate activities in the monitored parking lots to assist in the prevention of theft and/or vandalism; ensure Facility staff utilizes employee badges when entering and exiting the Facility; provide and document the issuance of temporary employee badges and similar to visitor badges in support of City employees, visitors, public, and property.
The goal of this Request for Proposal (RFP) was to solicit proposals to provide security services for the Wastewater Treatment Facility. The RFP specifications were distributed to 41 prospective proposers through Planet Bids. In addition, the Notice Inviting Bids was advertised in the Business Journal. Twelve proposals were received and publicly opened on November 17, 2020. One proposer’s application submission was incomplete and was not included for consideration. Evaluation of security firms proposals were based on ability to provide services, conformance to requirements, terms and conditions of RFP, financial stability, past performance and experience, qualifications of key personnel, employee training and supervision, guard monitoring system, type and quality of equipment proposed, as well as cost.
ENVIRONMENTAL FINDINGS
This agreement does not meet the definition of a Project under the California Environmental Quality Act (CEQA) section 15378 and therefore is exempt from the CEQA guideline requirements. Therefore, no further CEQA analysis is required.
LOCAL PREFERENCE
Turner Security Systems is a local business pursuant to Fresno Municipal Code Section 4-109(b). Local Preference was not applied since Turner Security Systems was determined to provide the best value based upon the evaluated selection criteria pursuant to Administrative Order 6-19.
FISCAL IMPACT
Approving this contract has no impact on the General Fund. Appropriations for this contract are included in the Wastewater Division’s FY2021, and future Operating Budgets.
