RECOMMENDATION
Staff recommends that the City Council award a Service Contract in the amount of $97,086.08 to CIS Security, Incorporated for Security operations at the Fresno-Clovis Regional Wastewater Reclamation Facility.
EXECUTIVE SUMMARY
The Department of Public Utilities, Wastewater Management Division, solicited through a Request for Proposals security services for the Fresno-Clovis Regional Wastewater Reclamation Facility ("RWRF"). Eight bids were received and reviewed by the Evaluation Committee. The bid by CIS Security in the amount of $97,086.08 was found to offer the best value to the City.
BACKGROUND
The RWRF operates 24 hours per day, seven days a week, processing wastewater for more than 500,000 residents and businesses in and around the City of Fresno. The industrial components of this operation require security services which interact with both City personnel and visitors. These services consist of providing qualified security guards to monitor and operate security surveillance camera system and take appropriate action to ensure the safety of all authorized individuals present at the RWRF; regulate activities in the monitored parking lots to assist in the prevention of theft and/or vandalism; ensure Facility staff utilizes employee badges when entering and exiting the Facility; provide and document the issuance of temporary employee badges in a manner similar to Visitor badges in support of City employees, visitors, public, and property.
The advertisement date of the project was May 16, 2014. Ten Building Exchanges received fax notices inviting proposals. There were 71 sets of specifications distributed to prospective proposers and the RWRF received eight proposals. Proposals were opened on June 24, 2014 and will expire within 120 days of proposal opening, on March 31, 2015, which includes bid extensions.
At the completion of the RFP process, a "Last, Best, and Final" proposal request was issued, with a bid opening date of September 23, 2014. Evaluation of Security Firms' proposals were based on: ability; conformance to requirements, terms and conditions of RFP; financial stability; past performance and experience; qualifications of key personnel; employee training and supervision; guard monitoring system; and type and quality of equipment proposed as well as cost.
ENVIRONMENTAL FINDINGS
This agreement does not meet the definition of a Project under the California Environmental Quality Act ("CEQA") and therefore is exempt from the CEQA guideline requirements. Therefore, no further CEQA analysis is required.
LOCAL PREFERENCE
Local Preference is not applicable because all qualified proposers are local.
FISCAL IMPACT
Approving this contract has no impact on the General Fund. Appropriations for this contract are included in the Wastewater Division's FY2015 Operating Budget.
