RECOMMENDATION
 
Staff recommends approval of the First Amendment to the Agreement between the City and the Fresno Convention & Visitor's Bureau (CVB) for implementation of the Tourism Business Improvement District (TBID) Management District Plan.
 
EXECUTIVE SUMMARY
 
The adopted TBID management district plan requires a formal agreement between the City and the CVB, to outline conditions under which funds are collected and disbursed.  On June 7, 2011, the City and the CVB entered into an agreement for the implementation of such conditions for collecting funds. On December 18, 2014, Council approved the Resolution for Renewal of the TBID which extended the collection period for an additional ten years. The proposed amendment would extend the existing agreement for ten years (the life of the renewal term of the TBID).
 
BACKGROUND
 
The CVB serves as the TBID's Owner's Association and works extensively with hoteliers in the cities of Fresno and Clovis to gain support for the assessment district which is paid for by hoteliers.  The assessment will generate approximately $1,400,000 annually for the first five of its ten-year operation. The anticipated budget for the last five years of its ten-year operation will be approximately $2,000,000 per year. The proposed First Amendment to the agreement for implementation of the management district plan will extend the period for an additional ten (10) years to December 31, 2025.
 
ENVIRONMENTAL FINDINGS
 
This is not a project for the purposes of CEQA.
 
LOCAL PREFERENCE
 
Renewal of the TBID and amendment to the agreement is not subject to local preference.
 
FISCAL IMPACT
 
There is no fiscal impact to the City.  City costs related to the collection and disbursement of the TBID assessment are offset by the administrative fee paid to the City by the newly formed assessment district.
