Approve a five-year agreement with Fresno Senior Softball League for the use and maintenance of the Quigley softball field

RECOMMENDATION

 

Staff recommends that the City Council approve the attached five-year agreement with Fresno Senior Softball League (FSSL), allowing full-time access to the softball field at Quigley Park for games and practices in exchange for maintenance services and improvements to the Quigley Softball Field.

 

EXECUTIVE SUMMARY

 

Fresno Senior Softball League agrees to provide maintenance, landscaping and repair services for the Quigley Park Softball Field, in exchange for full-time access to the softball field at the park. The Agreement is for five years, with the option of an up to five year extension.  Included in the Agreement are the following terms:

 

Fresno Senior Softball League will:

                     Will run and operate senior softball leagues.

                     Will hire and provide umpires.

                     Will mow the softball field weekly.

                     Will drag, chalk and water the softball field each day for games.

                     Will maintain the softball field for cleanliness and empty all trash cans.

                     Will clean and maintain all sprinkler heads on the softball field.

                     Will maintain and paint the bleachers.

                     Agrees to pay the City of Fresno $3,000.00 annually for use of the field, which is to be used for park improvement at Quigley Park.

                     FSSL will work with all groups wishing to use the field so that mutually available times can be scheduled for use by other groups when FSSL is not using the fields. FSSL shall have access to play under the illuminated night lights during evening softball functions.

 

 

 

 

 

 

The City will:

                     Have the Quigley Park softball field reserved for FSSL to use on a full-time basis.  The City of Fresno PARCS Department will coordinate thru FSSL and all other groups wishing to use the field, but those other groups wishing to use the field must contact the PARCS Department to ensure that there are no FSSL sports functions scheduled. 

                     Allow FSSL to hang banners on the fence line to advertise their program.

                     Allow FSSL to sell concessions at Quigley Park during their softball games, in compliance with County Health code regulations. The funds earned from the concession stand will help offset the ongoing maintenance of the Quigley Park Softball diamond.

 

The neighborhood surrounding Quigley Park and the Fresno Senior Softball League greatly benefits from the enhanced maintenance and improvements to the park, as well as the constant presence by responsible adults utilizing the field for healthy recreational activities.

 

BACKGROUND

 

FSSL has been in existence for over 25 years and has been a vital part of providing an active way for seniors in the Fresno community to participate in Softball Leagues year-round.

 

Since 2011, FSSL has operated their leagues, practices and tournaments through an agreement with the City of Fresno. The League has been an excellent partner and maintains the ball diamond at a high level acceptable for league play. Even though FSSL has maintained the field and continued the operations of their softball leagues, the City of Fresno has upgraded the field lighting in order to have better illumination coverage and also replaced the backstop, which had exceeded its useful life.

 

FSSL has over 80 teams registered through the FSSL program annually and is extremely popular with individuals 50 years and older. All of their games are played Monday through Thursday between the hours of 6:00pm and 10:00pm.

 

ENVIRONMENTAL FINDING

 

A license agreement is not a project for the purposes of the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Not implemented because this item does not include a bid or an award of a construction or service contract.

 

FISCAL IMPACT

 

There is no adverse impact to the General Fund as a result of approving this Agreement.  The estimated total annual expense for labor and materials to maintain and operate the Quigley Park Softball Diamond is approximately $8,000.00 per year.  The estimated annual rental of the field at Quigley Park is approximately $6,000. The City will be receiving a higher value of maintenance from Fresno Senior Softball League than the rental fees that are being forfeited.
