RECOMMENDATIONS
Staff recommends that City Council approve a service contract with A-C Electric Company in the amount not to exceed $107,734 for the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) for replacement of Programmable Logic Controllers (PLC) equipment, Supervisory Control and Data Acquisition (SCADA) System replacement and configuration integration services (Project); and authorize the Director of Public Utilities, or designee, to sign all documents on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Department of Public Utilities solicited proposals to upgrade existing PLC equipment, upgrade existing Wonderware to Allen-Bradley Factory Talk Historian software, and upgrade SCADA network configurations at the City’s on-site RWRF Gas Control Plant (GCP). Under the proposed service contract, A-C Electric Company will furnish and install new PLC equipment within the GCP, furnish and install new touchscreen monitor, upgrade SCADA software, and provide start-up, testing, and equipment tuning to assure proper operation. Staff recommends that City Council award a service contract to A-C Electric in the amount not to exceed $107,734.
BACKGROUND
The RWRF treats over 57-million gallons of wastewater daily. Digester gas is a byproduct of the treatment process and is a valuable energy commodity used to produce heat and electrical power. Prior to beneficial reuse, the digester gas must be processed and cleaned through the GCP to increase BTU content by removing harmful impurities. Currently the GCP is controlled through an unsupported Windows 7 server operating system, using a non-RWRF standard control package and utilizing an aging PLC standard. This system is not fully interconnected with the balance of the plant and is operated from a remote standalone control station. Retrofitting the Project equipment, software, and server will allow for control of the GCP from the main operations control station, eliminating the need to operate the GCP from the remote site, and thus increasing staff efficiency.
In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, the Department of Public Utilities conducted a competitive process to select a consultant to provide RWRF replacement of PLC equipment, SCADA System replacement and configuration Integration. On March 25, 2020, a Request for Proposal (RFP) was advertised in the Fresno Business Journal and on the City’s Planet-Bids web page. The RFP requested that the consultant provide a bid by April 28, 2020. In response to the City’s solicitation, the City received four responses. A-C Electric was selected as the most qualified consultant with the expertise to meet the City’s needs for this Project. The work required by this service contract will be completed in approximately 125 working days from the authorization to proceed. The contract is for a total amount of $107,734.
The City Attorney has approved this contract as to form. Upon approvals the City Council, the service contract will be executed by the Director of Public Utilities, or designee.
ENVIRONMENTAL FINDINGS
The approval of the service contact is not a “project” for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines Section 15378.
LOCAL PREFERENCE
Local Preference was not implemented as A-C Electric, is a local business pursuant to Fresno Municipal Code Section 4-109(b).
FISCAL IMPACT
There is no impact to the General Fund. This Project is identified in the Fiscal Year 2021 Wastewater Enterprise Fund 40501.
