Staff recommends that Council authorize the Chief of Police to enter into a one-year contract with The Fresno Police Chaplaincy to provide chaplain services to the Fresno Police Department in an amount not to exceed $75,000 each year ($375,000 over five years).
EXECUTIVE SUMMARY
The Fresno Peace Officers' Chaplaincy, Inc., is a non-profit organization comprised of both paid and volunteer police chaplains providing services to both the Fresno Police Department and the City of Fresno. The contract provides a portion of the funding used to cover the cost of a full-time Police Chaplain Program Director. The Police Chaplain Program Director is a licensed minister and shall oversee the functions of the Fresno Police Chaplain Program, consisting of approximately 100 volunteer chaplains serving throughout the city. The total budget for the program for FY 23 is $402,103. The Fresno Police Department contributes $75,000 each year to the program. Remaining costs are covered by approximately $34,800 in employee contributions, and approximately $292,303 in other donations from community partnerships.
BACKGROUND
The primary mission of the Fresno Police Department Chaplaincy is to provide 24-hour per day on-call chaplain service to the Fresno Police Department. Duties provided by the personnel associated with this contract include:
• Recruitment and training of new and existing Police Chaplains
• Development of field response schedules
• Direct fundraising efforts and events for the Chaplaincy
• Creation and maintenance of computerized activity reports
• Coordination of counseling and follow-up referrals for victims and their families.
• Coordination of counseling and follow-up for Fresno Police Department personnel
• Provide 24-hour availability of chaplain services to Department employees, their families, and the community.
• Conduct meetings with community leaders to enhance Chaplain response to changing community needs.
• Ensure the NEST (Neighborhood Emergency Support Team) vehicle is outfitted and able to respond to all emergent needs.
• Provide oversight and direction for Project STEALTH (Stop Teen Exploitation And Liberate Through Hope)
Community Policing calls for a concern for all involved in contact with the law enforcement profession. To maximize the services provided to the community by the Fresno Police Department, it is imperative to maintain a fully functioning police chaplains program. Total cost for the retention of this program for the remainder of FY 23 is $75,000.00. This agreement between agencies will lead to the enhancement of collaborative problem solving and bolstering the quality of life for the employees of the Fresno Police Department d the citizens of the city of Fresno.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purposes of CEQA, pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
The Fresno Police Chaplaincy is a local business.
FISCAL IMPACT
The $75,000 has been budgeted in the FY 2023 Police Department General Fund budget.
