Staff recommends Council approve the award of a cooperative purchase agreement to PB Loader Corporation of Fresno, California for the purchase of two Model L-250-CT PB Loaders in the amount of $748,158.
EXECUTIVE SUMMARY
The Department of Public Works (DPW), Landscape Maintenance Division and Street Maintenance Division are requesting approval to purchase two Model L-250-CT PB Loader trucks for the total amount of $748,158. The new unit for the Landscape Maintenance Division will be purchased as a replacement for a truck past its useful life. Additionally, the Street Maintenance Division looks to purchase the new unit as an addition to be utilized by their new pothole crew. The vehicles are a dual-purpose dump truck and loader that can pick up material with its incorporated front bucket and drop the material into the rear dump body. The design allows one piece of equipment to do the same type of job normally done by a dump truck, loader, and trailer. The vehicles play a key role in median island maintenance and street repair projects by efficiently removing brush, rocks, and soil materials from job sites throughout the city. The new units will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell.
BACKGROUND
The Department of Public Works, Landscape Maintenance Division is responsible for maintaining 300 miles of City median islands, 11 pedestrian walking trails, and over 200,000 trees. Along with planting trees and maintaining green space, the landscape team is tasked with clearing debris, moving dirt, and hauling off tree trimmings.
The Department Public Works, Street Maintenance Division is responsible for maintaining 1,740 miles of City streets and boulevards. As street pavements degrade to the end of their service life, asphalt overlays are needed to restore the street back to a good and serviceable condition. The Street Maintenance Division utilizes pothole crews to repair damage to all existing streets within the City. When there is substantial damage and pavement is broken up for repairs, PB Loader trucks are used to load and haul away debris.
The Landscape and Street Divisions currently use a PB Loader truck to efficiently remove material from repair sites throughout the City. It is a dual-purpose dump truck and loader that can pick up material with its incorporated front bucket and drop the material into the rear dump body. The design allows one piece of equipment to do the same type of job normally done by a dump truck, loader, and trailer. The unit is more maneuverable than a truck and trailer in tight city streets, eliminates unloading/loading time required dump truck/loader/trailer combination allowing it to immediately start working when arriving at the site. The new unit will be built on a Freightliner M2-106 chassis, updated with the latest emissions technology, exceeding the US 2010 emissions standard.
The truck identified for replacement is on a 10 year or 100,000 miles replacement schedule which has been established by the Fleet Management Division as the optimum replacement time. Currently the truck is 16 years old and has 175,000 miles. This truck has exceeded its’ cost-effective life span and has been incurring significant repair costs. Staff recommends replacement of this unit based on age and condition.
The additional PB Loader truck will be built on a Freightliner M2-106 chassis utilizing a new body supplied by PB Loader. The Freightliner M2-106 is compliant with the latest US 2010 emissions standard. The M2 106 is designed with a sharp turning radius for increased maneuverability. As these trucks will have long wheelbases, this added maneuverability increases the operator’s ability to get in and out of tight areas efficiently.
The trucks will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell. The purchase contract will be awarded to PB Loader Corporation of Fresno, California. The total purchase price is $748,158. This price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as sales tax at 8.35%. The Purchasing Division has approved this contract and recommends Council to approve.
The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable because this is a cooperative purchase. However, PB Loader Corporation is located in the city of Fresno.
FISCAL IMPACT
No general funds will be used to purchase these items. The funding to cover the purchase cost of the PB Loader trucks has been included in the FY2024 adopted budget under the operations of the DPW, Landscape Maintenance Division and Street Maintenance Division. The source of funding for the Landscape Division unit is the Community Sanitation Operating Fund and the Street Division will utilize funding from Measure C.
