RECOMMENDATION
Staff recommends that City Council accept the 2024 General Plan Annual Progress Report.
EXECUTIVE SUMMARY
Government Code sections 65400 and 65700 require all cities and counties to submit an Annual Progress Report (APR) on the General Plan to the local legislative body, the Governor’s Office of Land Use and Climate Innovation (LCI) and the Housing and Community Development Department (HCD). Attached is the 2024 General Plan Annual Progress Report, which summarizes implementation of the General Plan during the 2024 calendar year.
BACKGROUND
The Fresno City Council adopted a comprehensive update to the General Plan on December 18, 2014, after extensive community participation. The General Plan establishes a long-range vision and is the primary policy framework for the physical development of the city, reflecting the aspirations of the community. It contains 17 Goals, 102 Objectives, and 575 Implementing Policies. Each year, an annual progress report is prepared to inform the public and decision-makers of progress in implementing these measures. The report covers the topics below:
• General Plan Amendments
• General Plan Anticipated Amendments
• Implementation Summary
o Economic Development
o Urban Form, Land Use and Design (note that housing activities are more fully described in the Housing Element APR, which was accepted by the City Council on March 27, 2025)
o Mobility and Transportation
o Parks, Open Space and Schools
o Public Utilities and Services
o Resource Conservation and Resilience
o Healthy Communities
• Planning Activities
ENVIRONMENTAL FINDINGS
Pursuant to Section 15378 of the California Environmental Quality Act (CEQA) Guidelines, this item does not qualify as a “project” and is therefore exempt from the requirements of CEQA.
LOCAL PREFERENCE
Local preference does not apply to this item, as it does not involve a bid or award for construction or services contracts.
FISCAL IMPACT
There is no direct impact on the City’s General Fund as a result of this action.
