RECOMMENDATION

 

Staff recommends that Council adopt a finding of a Categorical Exemption and award a construction contract with Clean Cut Landscape Inc. for $598,955 for the Pilibos Park Irrigation Pump Controller and Turf Replacement Project and authorize the Director of General Services or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

The existing irrigation pump and controller at Pilibos Park are past their useful life expectancy, no longer manufactured, and parts are generally not available. Due to the scale of the park and the irrigation required, the existing equipment is unable to keep up with watering demands, stressing the turf, and causing it to die.  The General Services Department, Facilities Management Division, seeks to award a construction contract to address the root cause of the stressed turf by replacing the irrigation equipment and the turf on all four soccer fields for the Parks, After School, Recreation and Community Services (PARCS) Department.  The new system will be able to meet the irrigation demands of the park.

 

BACKGROUND

 

Pilibos Park is located in southeast Fresno and contains four soccer fields, restroom facilities, and a playground.  The existing irrigation pump and controller are past their useful life expectancies therefore causing extensive delays in receiving manufacturer’s service and replacement parts.  The system is no longer manufactured and as a result of the extended downtime waiting for parts, the soccer turf is continually stressed. Therefore, this project replaces the irrigation pump controller, master irrigation control valve, controller, and decoders.  A new booster pump, pump skid and pump controllers will also be installed.  This will enable the City to maintain the pump controller with its own staff. A new enclosure will be constructed as well to reduce potential for vandalism and physical damage to the pump and pump controllers.  All four soccer fields will be regraded, reseeded, fertilized, and all non-functioning sprinkler heads will be replaced.

 

The new smart irrigation controller can be remotely controlled and includes water conservation programs.  These features include automatic rainstorm delays, evapotranspiration schedules, soak cycles, flow meter monitoring, and water usage data.  These functions increase the efficiency of the irrigation system by reducing runoff and limiting water during rainstorms.

 

The park is exempt from irrigation water use restrictions.  Per FMC Section 6-520 the use of potable water to irrigate non-ornamental turf which serves a community recreational function and irrigation that provides incidental water to trees are exempt from water restrictions.  Therefore, the new turf will be properly watered and maintained.

 

Plans and specifications were prepared by Borrelli & Associates, Inc.  A Notice Inviting Bids was published on July 1, 2022, distributed to six building exchanges, and posted on the City’s website.  The specifications were distributed to thirty prospective bidders.  Three bid proposals were received and opened in a public bid opening on August 2, 2022, with the bid amounts ranging from $598,955 to $754,540.  The highest bid was eventually determined to be non-responsive as they failed to submit required documentation by the specified due date.

 

The City Attorney has approved the contract as to form.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that a Categorical Exemption is appropriate, based on Section 15301 Existing Facilities of the California Environmental Quality Act (CEQA) Guidelines, which exempts repair, maintenance or minor alterations of existing public facilities involving negligible or no expansion of existing or former use.  Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.  Staff recommends Council, based upon its own independent judgment, adopt finding of a Categorical Exemption per staff determination, pursuant to Section 15301 of the CEQA Guidelines for the Pilibos Park Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented as the lowest responsive and responsible bidder is a local company as defined by FMC Section 4-108

 

FISCAL IMPACT

 

Appropriations for this contract are included in the PARCS FY2023 adopted budget.  The source of the funding is Measure P expenditure category one.
