RECOMMENDATIONS
Staff recommends that City Council approve the First Amendment to the consultant services agreement, dated December 12, 2019, with Blair, Church & Flynn Consulting Engineers, Inc., to expand the scope of services and increase the original contract amount of $220,150 by $34,400, for a total amended contract amount to $254,550, for the design of plans and general construction contract documents for North Avenue 66-inch diameter Sewer Trunk Main, and authorize the Director of Public Utilities, or designee, to sign the First Amendment to the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The Department of Public Utilities (DPU), Wastewater Management Division, is seeking to construct a new sewer trunk main along North Avenue between Orange Avenue and Golden State Boulevard to replace a deteriorated existing sewer trunk main. DPU entered into the contract services agreement with Blair, Church, and Flynn Consulting Engineers, Inc., for the design of plans and general construction contract documents for North Avenue 66-inch diameter Sewer Trunk Main, on December 12, 2019. This First Amendment to the Agreement includes additional services to finalize construction documents and coordinate reviews with the California Department of Transportation (Caltrans). The amount of the First Amendment is $34,400, increasing the total contract amount to $254,550, inclusive of $20,000 in contingency.
BACKGROUND
The existing sewer trunk main in North Avenue conveys an average of 11.5 million gallons of wastewater per day to the Fresno-Clovis Regional Wastewater Reclamation Facility. DPU Wastewater Collection System Division inspected 4,298 linear feet of the existing 57-inch diameter sewer trunk main and determined (1) it was structurally deficient with complete deterioration of the pipe crown, and (2) in such a state as unable to support rehabilitation.
On December 12, 2019, the City Council approved the consultant services agreement with Blair, Church, and Flynn Consulting Engineers, Inc., for a total fee of $200,150, and a contingency of $20,000, for the design of plans and general construction contract documents for North Avenue 66-inch diameter Sewer Trunk Main.
Approval of the First Amendment to the consultant services agreement is necessary to address remaining issues raised during discussions with Caltrans, including revisions to plans and specifications per Caltrans’s comments, preparation of sewer easement legal descriptions and diagrams, revision of the Caltrans encroachment permit submittal documents, and coordination with Caltrans to obtain approval of the revised sewer trunk alignment. The amount of the First Amendment is $34,400, increasing the total contract amount to $254,550, including $20,000 in contingency, which will be funded through the Wastewater Division’s Sewer Enterprise Fund 40501.
The City Attorney has reviewed and approved the amendment as to form.
ENVIRONMENTAL FINDINGS
Based upon the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a “project”.
LOCAL PREFERENCE
Local preference was not implemented because this is an amendment to an existing agreement.
FISCAL IMPACT
There is no impact to the General Fund. Funding for this Project is included in the Fiscal Year 2022 capital improvement budget within the Wastewater Division’s Sewer Enterprise Fund 40501. The Project is located in Council District 3 and County of Fresno.
