RECOMMENDATIONS
Staff recommends that the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301 Class 1 (c) of the CEQA Guidelines, and award a construction contract with Dave Christian Construction Co. Inc., of Fresno, California in the amount of $337,689 as the lowest responsive and responsible bidder for the Orange Avenue Pavement Overlay from Butler to California Avenue and authorize the Public Works Director or designee to sign a the contract on behalf of the City.
EXECUTIVE SUMMARY
The pavement along Orange Avenue from Butler Avenue to California Avenue is in a state of disrepair. The proposed asphalt overlay project will correct the existing deteriorated pavement condition and increase the life of the pavement while providing a smooth riding surface for motorists at a reasonable cost. The scope of the project also includes the replacement of damaged traffic signal detector loops.
BACKGROUND
In Fiscal Year 2010, the Federal Regional Surface Transportation Program ("RSTP") allocated funds to rehabilitate Orange Avenue pavement from Butler to California. The scope of the project includes wedge grinding, pavement overlay, replacement of damaged traffic detector loops and striping.
A Notice Inviting Bids was published in the Fresno Business Journal on February 6, 2015, and posted on the City's website and faxed to fourteen (14) building exchanges. The specifications were distributed to fifteen (15) prospective bidders. Twelve (12) sealed bid proposals were received and opened in a public bid opening on March 10, 2015. Bids ranged from $337,689 to 536,029. Dave Christian Construction Co., Inc. of Fresno, California submitted a bid in the amount of $337,689 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire in 64 days from of the bid opening date on May 13, 2015.
Staff is recommending that the Council award a construction contract with Dave Christian Construction Co., of Fresno, California in the amount of $337,689 for the Orange Avenue Pavement Overlay from Butler to California Avenue as the lowest responsive and responsible bidder; and also authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301 Class 1 (c) which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the resurfacing of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to increase the life of the pavement and provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented based on conditions of the RSTP grant funding.
FISCAL IMPACT
The project is located in Council District 5. The overall cost of the project is $490,900 and is funded by $457,910 in Federal RSTP grant funds and $32,990 in Proposition 111 Special Gas Tax funds. The project will not have any impact to the General Fund. Of the overall budget of the project, $337,689 will be used for the construction contract award.
