RECOMMENDATION
Staff recommend that the City Council adopt the resolution authorizing the grant application, acceptance, and execution of related documents for up to $180,000 from the Fresno-Madera Area Agency on Aging (FMAAA) to fund Senior Hot Meals programming in Fiscal Year (FY) 2027.
EXECUTIVE SUMMARY
Staff anticipate that the FMAAA’s Governing Board will release a grant in summer 2026 to fund PARCS Senior Hot Meals programming in FY 2027. The grant award is anticipated to be for a one-year term starting July 1, 2026, and ending June 30, 2027. Adoption of the resolution will authorize submittal of the application for grant funding and acceptance of grant funds if awarded.
BACKGROUND
The Parks, After School, Recreation and Community Services Department (PARCS) has a long-standing partnership with the FMAAA to serve as a nutrition site management operator. FMAAA provides annual funding to the PARCS Department to serve hot meals to seniors aged 60+ at six community center sites: Inspiration, Lafayette, Mary Ella Brown, Mosqueda, Pinedale, and Ted C. Wills. In addition to the six existing meal sites, PARCS anticipates adding a seventh meal service site at the Paul “Cap” Caprioglio Center in 2026.
During FY 2025, PARCS provided over 22,000 meals to community members through the Senior Hot Meals program. During the first eight months of FY 2026 (July 2025- February 2026), PARCS has provided over 17,000 meals to community members through the Senior Hot Meals program which reflects a 20% increase in meals served so far in FY 2026 compared to the same period in FY 2025. Approval of this item will enable the PARCS Department to accept reimbursement for senior hot meal service and will ensure seniors continue to have access to essential nutrition.
This resolution has been reviewed by the City Attorney’s Office.
ENVIRONMENTAL FINDINGS
Based on the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable as this resolution does not include a bid, or an award of a construction or services contract.
FISCAL IMPACT
In the past, FMAAA has required a 40% match for grants. Staff anticipate a similar match requirement for the FY 2027 grant, which will be met in-kind with existing staff funded by Measure P. There will be no impact on the General Fund. If awarded, the grant funding will be amended into the PARCS Department budget.
