RECOMMENDATION
Staff recommends that the City Council adopt the 35th Amendment to the Annual Appropriations Resolution (AAR) No. 2025-179 to appropriate $1,797,373 from the Local Housing Trust Fund Program for Fiscal Year 2025-2026, making the awarded funds available for use.
EXECUTIVE SUMMARY
On July 9, 2024, the California Department of Housing and Community Development (HCD) announced the availability of approximately $53 million statewide through the Local Housing Trust Fund Program to support the creation, rehabilitation, and preservation of affordable housing, traditional housing, and emergency shelters. The City of Fresno applied for and was awarded funding through this program. Adoption of the proposed amendment to the Annual Appropriations Resolution is necessary to appropriate the awarded funds to the City’s Local Housing Trust Fund in the Planning & Development Department and authorize their expenditure.
BACKGROUND
The California Department of Housing and Community Development (HCD) Local Housing Trust Fund Program provides matching grants to established Local Housing Trust Funds that are dedicated to the creation, rehabilitation, or preservation of affordable housing, traditional housing, and emergency shelters. Grant awards are subject to funding availability and application scoring criteria.
On July 29, 2021, the City Council approved Resolution No. 2021-201, establishing the City of Fresno’s Local Housing Trust Fund (LHTF). The resolution designated $1,500,000 from the real estate transfer tax as a dedicated annual funding source. The City’s LHTF has also received additional contributions from the General Fund and the Prohousing Incentive Pilot Program (PIP).
On July 9, 2024, HCD released a Notice of Funding Availability (NOFA) for approximately $53,000,000 under the Local Housing Trust Fund Program.
On September 12, 2024, the City Council adopted Resolution No. 2024-215, authorizing the submittal of an application to, and acceptance of funds from, HCD’s Local Housing Trust Fund Program. The resolution also authorized the City Manager or designee to execute the application and all related implementation documents. The City submitted its application to HCD on September 17, 2024.
On August 27, 2025, the City received a Conditional Award letter from HCD in the amount of $1,797,373. The City and HCD subsequently executed a Standard Agreement on January 12, 2026. Adoption of the proposed amendment to the Annual Appropriations Resolution is required to appropriate the funds to the City’s Local Housing Trust Fund in the Planning & Development Department and make them available for eligible Local Housing Trust Fund activities. These funds will be awarded through a Notice of Funding Availability.
ENVIRONMENTAL FINDINGS
Pursuant to the definition in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not considered a project.
FISCAL IMPACT
There will be no impact on the General Fund. Adoption of the resolution will appropriate $1,797,373 into the City’s Local Housing Trust Fund for use in accordance with program requirements.
