RECOMMENDATIONS

 

Staff recommends the City Council adopt a finding of Class 3 Categorical Exemption, pursuant to Section 15303(d) (New construction or conversion of small structures) and Class 4, pursuant to Section 15304(f) (Minor alterations to land) of the California Environmental Quality Act (CEQA) Guidelines for installation of New Access Structures on Millbrook Avenue and Dakota Avenue; award a construction contract in the amount of $303,900 to Floyd Johnston Construction Company, Inc., for the installation of New Access Structures on Millbrook Avenue and Dakota Avenue; and authorized the City Manager, or designee, to sign agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division, is seeking to award a construction contract for nine new manhole access structures within the City of Fresno.  These access structures are used for sewer system maintenance.  Staff recommends City Council adopt a finding of Categorical Exemption of Class 3, pursuant to Section 15303(d) (New construction or conversion of small structures) and Class 4, pursuant to Section 15304(f) (Minor alterations to land) of the CEQA Guidelines and award a $303,900 contract to Floyd Johnston Construction Company, Inc., of Clovis, CA, as the lowest responsive and responsible bidder.

 

BACKGROUND

 

The City of Fresno Department of Public Utilities, Wastewater Management Division, through the Collection System Maintenance workgroup is responsible for maintaining the City’s sewer infrastructure consisting of over 1,490 miles of sewer mains.  Existing sewer mains with manholes spaced more than 750 feet are a problem for the Sewer Collection System Maintenance workgroup to clean and properly inspect.  The purpose for installing these new structures is to help reduce the distance between existing maintenance manholes, provide access at sewer main intersections, and allow for proper inspection, viewing, and cleaning the sanitary sewers trunk and mainlines.

 

Plans and specifications were prepared for the project.  A Notice Inviting Bids was published on
April 23, 2018, and posted on the City’s website.  The specifications were distributed to four prospective bidders, and posted at eleven Builder Exchanges.  Two sealed bid proposals were received and publicly opened on May 22, 2018.  The bid proposals were $303,900 and $365,200.  The Bid will expire within 64 days of bid opening on July 25, 2018.

 

Floyd Johnston Construction Company, Inc., was the lowest responsive bidder with a submitted bid of $303,900.  Staff determination was posted on the City’s Website on Monday, June 4, 2018.  Staff recommends that the City Council award a contract in the amount of $303,900 to Floyd Johnston Construction Company, Inc., as the lowest responsive and responsible bidder.  Their bid price is 1.17% below the original Construction Allocation of $307,500.  Upon approval by the City Council, the agreement will be executed by the City Manager, or designee, to sign agreement on behalf of the City.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment for installation of New Access Structures on Millbrook Avenue and Dakota Avenue and has determined that it falls within Class 3, pursuant to Section 15303(d) (New construction or conversion of small structures) and Class 4, pursuant to Section 15304(f) (Minor alterations to land) of the CEQA Guidelines because this contract involves installation of manhole access structures onto existing public sewer facilities.  Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

This construction contract has no impact on the General Fund; and is located in Council Districts 4 and 7.  This project is identified in the five-year Capital Improvement Plan.  Funds in the amount of $350,000 for the project are budgeted in the Fiscal Year 2018 budget within the Sewer Enterprise Fund (40501).
