Title
Actions pertaining to the Fiber Optic Connection from the Fresno-Clovis Regional Wastewater Reclamation Facility to the City Hall Data Center Project (Bid File No. 12601236) (Council District 3):
1. Adopt a finding of Categorical Exemption pursuant to Section 15301/Class 1 and Section 15303/Class 3 of the California Environmental Quality Act Guidelines
2. Award a Construction Contract in the amount of $718,681.00 to DCL Technology, Incorporated of Fresno, California, as the lowest responsive and responsible bidder.

RECOMMENDATIONS
Staff recommend that the City Council 1) adopt a finding of Categorical Exemption, pursuant to Section 15301/Class 1 and Section 15303/Class 3 of the California Environmental Quality Act (CEQA) Guidelines and 2) award a construction contract to DCL Technology, Incorporated (Inc.). of Fresno, California, in the amount of $718,681.00 as the lowest responsive and responsible bidder for the Fiber Connection from the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) to the City Hall Data Center Project (Project), and authorize the Capital Projects Director or designee to sign the standardized Construction Contract on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Capital Projects Department seeks to award a Construction Contract to DCL Technology, Inc., following a competitive bidding process that determined them to be the lowest responsive and responsible bidder in the amount of $718,681.00. The scope of work includes validating continuity and performing repair work as necessary to the existing conduit that runs from the Fresno-Clovis RWRF to the City Hall Data Center and installing 144 count fiber optic cable within the conduit. The Construction Contract will be funded utilizing appropriations adopted in the Fiscal Year (FY) 2026 Capital Improvement Budget within the Department of Public Utilities Wastewater Enterprise Fund.
BACKGROUND
The Department of Public Utilities requires fiber optic connection to the City Hall Data Center from the Fresno-Clovis RWRF. The engineering design was prepared by the Capital Projects Department internal design team. The scope of work includes validating continuity and performing repair work as necessary to the existing conduit that runs from the Fresno-Clovis RWRF to the City Hall Data Center and installing 144 count fiber optic cable within the conduit.
A Notice of Inviting Bids was advertised on Planet Bids and posted on the City’s website on January 13, 2026. The project plans and specifications were distributed to forty-one (41) prospective bidders and posted at three (3) building exchanges. Three (3) electronic bid proposals were received and publicly opened on February 24, 2026, with net bid amounts ranging from $718,681.00 to $1,715,563.00. DCL Technology, Inc. was determined to be the lowest responsive and responsible bidder in the amount of $718,681.00. The contract price is 38% below the engineer’s estimate. The bids will expire on April 29, 2026. If the bids are rejected or expire, the project must be rebid which will result in a delay to the project.
This Contract is covered by the Community Workforce Agreement (PLA), adopted by Council in September 2021. DCL Technology, Inc. shall become signatory to the PLA by executing the Agreement to be Bound.
Staff recommends that the City Council adopt a finding of Categorical Exemption pursuant to Section 15301/Class 1 and 15303/Class 3 of the California Environmental Quality Act (CEQA) Guidelines and award a Construction Contract to DCL Technology, Inc., of Fresno, California, in the amount of $718,681.00 as the lowest responsive and responsible bidder; and authorize the Capital Projects Director or designee to sign the standardized Construction Contract on behalf of the City.
The City Attorney’s Office has reviewed and approved the Standard Contract as to form.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of the project and determined that it falls within the Categorical Exemptions set forth in CEQA Guidelines Section 15301/Class 1, as the project proposes minor alterations to the existing conduit within the premises of the City, and Section 15303/Class 3, as the project involves modification of existing small structures for communication utility extensions.
Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
DCL Technology, Inc. is a local business as defined by Fresno Municipal Code.
FISCAL IMPACT
The Fiber Connection from the Fresno-Clovis RWRF to the City Hall Data Center Project is located in Council District 3 and will have no impact on the General Fund. Funding for this project is included in the Fiscal Year 2026 Capital Improvement Budget within the Department of Public Utilities Wastewater Enterprise Fund.
