RECOMMENDATION

 

Staff recommends that Council approve a Cooperative Purchase Agreement (Agreement) with SNF Polydyne, Inc. (Polydyne), for the purchase of liquid cationic polymer for an initial term ending June 30, 2027, with two optional one-year extensions through June 30, 2029, for a total not-to-exceed amount of $6,964,746.15.

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities (DPU) uses liquid cationic polymer at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) throughout the solids handling process, including secondary thickening of waste activated sludge (WAS) and biosolids processing, to improve thickening performance and separate water from solids. A reliable supply of polymer is necessary to maintain treatment operations and support compliance with applicable regulatory requirements. Staff recommends using Central Marin Sanitation Agency Contract No. 24-39, which was awarded through a competitive solicitation process, as the basis for a Cooperative Purchase Agreement with Polydyne.

 

BACKGROUND

 

The RWRF operates 24 hours per day, seven days per week, and currently treats approximately 56 million gallons of wastewater per day from Fresno, Clovis, and some unincorporated areas of Fresno County. Liquid cationic polymer is used in the solids handling process, including secondary thickening of WAS and biosolids processing, to improve thickening performance and separate water from solids. Effective thickening reduces the volume of material requiring further processing and disposal and supports reliable, compliant treatment operations.

 

The City of Fresno (City) has previously purchased liquid cationic polymer through competitively awarded contracts from other public agencies when doing so provides the City with the best value. Consistent with this approach, Central Marin Sanitation Agency (CMSA) competitively awarded Contract No. 24-39 to Polydyne for the supply and delivery of liquid emulsion polymer. Polydyne has extended the contract's current pricing, terms, and conditions to the City for CLARIFLOC WE-200.

 

The total not-to-exceed amount for the initial term and both optional extensions is $6,964,746.15. Using the Cooperative Purchase Agreement provides a reliable supply of polymer needed to maintain solids handling and biosolids operations, supports compliance with applicable regulatory requirements, and provides the overall best value for the City.

 

The Purchasing Division has reviewed the proposed cooperative purchase and recommends that Council approve the Agreement. The City Attorney's Office has reviewed and approved the Agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable because the City is using a Cooperative Purchase Agreement for this purchase.

 

FISCAL IMPACT

 

There is no impact on the General Fund. Appropriations for the initial term are included in the Fiscal Year 2027 Wastewater Management Division's Operations and Maintenance Budget within the Sewer Enterprise Fund (4500-4501). Purchases under the optional extensions are subject to appropriation in future fiscal year budgets. The RWRF is located in Council District 3.
