Approve a Facility Usage Reservation Agreement with Central Unified School District to provide swim lessons at Central High School East Campus for the community

RECOMMENDATION
Staff recommends that the City Council approve the agreement with Parks, After School, Recreation and Community Services Department (PARCS) and Central Unified School District (CUSD) for PARCS to provide swim lessons at the Central High School East Campus swimming pool beginning June 12, 2017, and authorize the PARCS Director to sign the CUSD Facility Usage Reservation Agreement, and the attached documents.
EXECUTIVE SUMMARY
In 2016, PARCS and CUSD entered into discussions to provide swim lessons to Fresno residents that live within the CUSD. Approval of the Agreement will allow PARCS to provide swim lessons at the CUSD Central High School Swimming Complex beginning Monday, June 12, 2017. PARCS swimming lessons will be provided from 9:00 am to 6:00 pm Monday through Friday and Saturday from 10:00 am to 12:00 pm for eight (8) weeks. During the nine-hour weekday time frame, PARCS will provide eighteen (18) 30-minute swim lesson courses and two (2) 55-minute swim lesson courses ranging in skill level from beginner/non-swimmer to advanced swimmer. PARCS will operate four (4) two-week sessions during the eight (8) week summer season, which will be instructed by PARCS Red Cross certified lifeguards.
BACKGROUND
In an effort to provide affordable swim lessons to residents within the community, the City of Fresno PARCS Department is partnering with CUSD to provide swim lessons at the state-of-the-art Central High School East Campus Swimming Complex. PARCS will provide swim lessons Monday through Saturday for eight (8) weeks, which will be instructed by Red Cross certified lifeguards.
CUSD approached PARCS in 2016 to provide a learn-to-swim program that would be targeted to all children who reside within the District. The goal of the program is to increase the number of swim lessons taught at the pool and making children more water safe. Additionally, youth will be given information about water polo, diving and competitive swimming offered by CUSD. In 2016 PARCS provided 458 swim lessons at the Central Pool from June 27th through August 5th. Attendance in the program is expected to grow significantly in 2017 because lessons as lessons will be offered at a lower cost than in previous years.
The CUSD Swim Program is a diverse offering that provides recreational swimming, lap swimming, water slide and diving. PARCS will partner with CUSD to provide afternoon swim lessons only. PARCS will operate the swim lesson program and provide professional staffing using the revenue generated from swim lessons.
ENVIRONMENTAL FINDINGS
The City of Fresno PARCS and CUSD Swim Lesson Program will be provided at the Central High School East Campus. By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the swim lesson service does not qualify as “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable, since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
The City of Fresno PARCS and CUSD Swim Lesson Program will provide service and programming with revenue received from swim lessons. There is no anticipated impact to the General Fund. Swim lesson revenue will offset personnel and program supply costs. Central Unified School District (CUSD) will retain any additional revenue received after direct PARCS costs are covered for usage of the swimming pool.
