RECOMMENDATION

 

It is recommended that Council adopt the Third Amendment to the Fiscal Year 2025 Salary Resolution No. 2024-120 to amend Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA) by retitling the Supervising Airports Operations Officer to Airports Operations Supervisor and increasing the monthly salary step plan range, effective September 9, 2024.

 

EXECUTIVE SUMMARY

 

In an effort to support the growth and expansion of Airports and aid with recruitment and retention activities for critical oversight of Airport operations, it is recommended to:

 

                     Retitle the Supervising Airports Operations Officer to Airports Operations Supervisor consistent with industry standards for comparable classifications

                     Increase the monthly salary step plan range, Step A - E, by approximately 10.10% from $6,450 - $7,803 to $7,102 - $8,592 monthly.

 

This action will not require additional appropriations.  The City has provided notice to the respective bargaining unit and has met its meet and confer obligation.

 

BACKGROUND

 

As the Airports Department continues to experience growth and expansion, classification structures are also being reviewed to ensure efficient and effective operations.   The Supervising Airports Operations Officer classification is integral to effective operations as incumbents perform advanced and complex duties related to Airports Operations management, inspections and compliance and act with general supervisory oversight over all Airports operational issues and functional areas including passenger experience on an assigned shift. 

Recruitment has been challenging as most qualified candidates are either regional in California or throughout the nation and has been difficult to attract qualified candidates to Fresno Yosemite International Airport.

 

To aid in recruitment and retention efforts for this classification and to support the continued growth and expansion of operations at Airports, the following updates to this classification are recommended:

 

                     Retitling the classification from Supervising Airports Operations Officer to Airports Operations Supervisor is consistent with industry standards allowing qualified candidates to understand the responsibilities of the position.

                     Increasing the monthly salary step plan range, Step A - E, by approximately 10.10% from $6,450 - $7,803 to $7,102 - $8,592 monthly.

 

The City has provided notice to the respective bargaining unit and has met its meet and confer obligation.

The City Attorney’s Office has approved the Third Amendment to Fiscal Year 2025 Salary Resolution No. 2024-120 as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.

 

FISCAL IMPACT

 

Amending Exhibit 13-1 will not result in a cost to the General Fund and does not require additional appropriations for the respective department.
