Approve a Cooperative Purchase Agreement between the City of Fresno (City) and Cal/Amp Wireless Networks, a Delaware Corporation (Vendor) in the amount of $112,960.00. (Citywide)

RECOMMENDATION
Staff recommends that City Council approve the attached Cooperative Purchase Agreement between the City of Fresno (City) and Cal/Amp Wireless Networks, a Delaware Corporation (Vendor) in conjunction with the National Joint Powers Alliance Agreement (NJPA) for air time and maintenance of Global Positioning System/Automated Vehicle Location (GPS/AVL) equipment in City vehicles, and authorize execution of the Cooperative Purchase Agreement.
EXECUTIVE SUMMARY
On May 1, 2007, Council approved to award a contract with Cal/Amp Wireless Networks, a Delaware Corporation for air time and maintenance of GPS/AVL equipment in City vehicles. The attached Cooperative Purchasing Agreement allows the City of Fresno to “bridge” the NJPA Contract with the City of Fresno, thus allowing City of Fresno to receive appropriate insurance and to indemnify the City of Fresno of any liability during operation of GPS/AVL equipment in City vehicles.
Under the Cooperative Purchasing Agreement, the cost for installation of the GPS/AVL equipment is $95 per vehicle, and web tracking service per vehicle is $21.50 per month. The total first year costs for Water, Wastewater Management, and Code Enforcement divisions is $112,960.00. The Cooperative Purchasing Agreement and Job Order Contract with the NJPA (Original Government Contract) is for multiple years and will expire on June 1, 2021. BACKGROUND
On May 1, 2007, Council approved $1,288,525.28 for air time and maintenance on the existing GPS/AVL equipment in City vehicles allowing improved dispatch operations, emergency response time, route planning, and eliminate duplicate call-outs.
The contract expired after five years in April of 2013, and an Amendment for five years of air time, replacement of equipment in vehicles, installation of new equipment in replaced/new vehicles and upgrading to the new version of the offered services was approved. The Second Amendment to NJPA Contract #022317 is dated May 1, 2013 and it expires on April 29, 2018.
Staff is recommending Council approval of the attached Cooperative Purchase Agreement to “bridge” the NJPA Agreement to the City of Fresno assuring that the City of Fresno is protected from liability during operation of the GPS/AVL equipment in City vehicles. The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDINGS
This item is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local Preference was not implemented because this item was procured through a Cooperative Purchasing Agreement.
FISCAL IMPACT
Funds have been appropriated this fiscal year in the General Fund to cover expenses for the Code Enforcement and the Rental Housing Divisions. Appropriations for the Cooperative Purchase Agreement have been included in the FY2018 budgets for Water and Wastewater Management divisions.
