Staff recommends Council adopt the 592nd Amendment to the MFS Resolution No. 80-420 to add and revise Trolley Rental Fees for the General Government Section for the General Services Department.
EXECUTIVE SUMMARY
The General Services Department is requesting approval to amend the Trolley Charter Fees established in January 2025. The General Services Department is proposing to decrease the rental fees due to the adjustment made to service days in March 2025, after charter rental fees were established. The reduction in regular service days resulted in a reduction in appropriations in the adopted FY2026 budget and lower cost to recover. The General Services Department is also proposing the addition of new standby rental fees. A standby rental rate refers to a situation where the trolley is chartered, however the vehicle is parked and not in use for a period of time. This will be helpful in situations where a customer charters transportation to concerts, weddings, or other events and the trolley vehicle will be parked during the event waiting for it to conclude. The time the trolley is parked waiting for the event to conclude will be billed as standby time.
The attached resolution to adopt the 592nd Amendment to the MFS Resolution No. 80-420 addresses fee changes in the General Government section.
BACKGROUND
The General Services Department is responsible for Fresno Hop trolley service for the City of Fresno. The goal of this service is to transport residents into downtown from the Tower District and Campus Pointe. The FY2026 MFS was approved in January establishing a charter rental rate of $224 on regular days and $256 on City observed holidays, with a two-hour minimum. At that time, trolley service operated every Thursday, Friday, and Saturday nights.
Beginning in March 2025, service days changed to Fridays, Saturdays, and the first Thursday of each month for Art Hop. The adjustment was reflected as a reduction in operational expenses in the adopted FY2026 budget. A decrease in rental fees per hour is being proposed for both regular and holiday rentals to reflect the lower cost of recovery as adopted in the budget.
The General Services Department is also proposing the addition of new standby rental fees. A standby rental rate refers to a situation where the trolley is chartered, however the vehicle is parked and not in use for a period of time. This will be helpful in situations where a customer charters transportation to concerts, weddings, or other events and the trolley vehicle will be parked during the event waiting for it to conclude. The time the trolley is parked waiting for the event to conclude will be billed as standby time. Without the addition of a standby rental rate, General Services will otherwise be required to charge the full rental rate during this period. The standby rental fees will come into effect after the two-hour minimum is met.
The table below lists the current fees as well as the proposed fees. The proposed fees allow the General Services Department to recover the operational costs of the rental service provided.

The City Attorney’s Office has approved the 592nd Amendment to the MFS Resolution No. 80-420 as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, adoption of the proposed revisions to the MFS is not a project.
LOCAL PREFERENCE
Local preference was not implemented as this item does not involve the bid or award of a construction or services contract.
FISCAL IMPACT
The MFS Amendment has no expense to the General Fund. The operation of the Fresno Hop Trolleys has been included in the FY2026 adopted budget under the operations of the General Services Department and will not require any additional appropriations.
