Approve Amendment No. 1 in the amount of $ 34,716, to the engineering and design services agreement with Siegfried Engineering, Inc., for additional services for the Manchester Transit Center Improvement Project (Council District 7)

RECOMMENDATION
Staff recommends Council authorize the Interim Director of Transportation to execute an amendment to the engineering and design services agreement with Siegfried Engineering, Inc., for the Manchester Transit Center (MTC) Improvement Project in the amount of $34,716.
EXECUTIVE SUMMARY
The Department of Transportation began working on the MTC Improvement Project in July 2016. The proposed amendment will implement revisions to the interior for ADA compliant restrooms, partitions, and entry access and evaluate tile colors of the MTC in light of new paint colors being proposed for the Manchester Mall Project. The remodel will include interior beautification and replacement of aging infrastructure. The department seeks these design services to benefit the community. The facility has suffered from deferred maintenance due to economic constraints and spending cutbacks.
BACKGROUND
The Department selected Siegfried Engineering, Inc., through a competitive process to provide professional engineering and design services for MTC Improvement Project. Construction for the renovation of the MTC is underway and expected to be completed before the end of the calendar year. Unfortunately, the initial design scope did not include the interior/restrooms for the building. The Department seeks additional design services to include new ADA compliant restroom facilities, replace aging interior, and update related amenities. This amendment will provide for the design of these elements to support the solicitation of construction bids. The amendment also addresses additional services to evaluate tile color changes to better match new paint colors of the Manchester Mall.
The City Attorney has reviewed Amendment 1 and has approved as to form.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this contract does not qualify as a “project.”
LOCAL PREFERENCE
Local preference was not used because this amendment does not include a bid or award of a construction or services contract.
FISCAL IMPACT
There is no General Fund impact associated with this action. The funding for the activity is appropriated in the Department of Transportation FY18 budget. Funding is comprised of FTA 5307 and CMAQ grants.
