SUBJECT
Title
***RESOLUTION - Adopting the 574th Amendment to the Master Fee Schedule Resolution No. 80-420 to Add and Adjust Various Fees in the Transportation/FAX Department. (Subject to Mayor’s Veto)
Body
RECOMMENDATION
Staff recommends the City Council adopt the 574th amendment to the Master Fee Schedule to include a new 1-Ride Student Fare, a 31-Day Student Fare Pass, and to reflect current pricing for 1-Ride and 10-Ride cards previously listed as promotional.
EXECUTIVE SUMMARY
The Department of Transportation/Fresno Area Express (FAX) seeks approval from the City Council to amend the Master Fee Schedule to add new 1-Ride Student Fare for $0.75, 31-Day Student Fare Pass for $22.00, and to correct typographical errors for categories 1-Ride, 1-Ride (Reduced), 10-Ride, and 10-Ride (Reduced) cards previously listed as 0.
BACKGROUND
The Department of Transportation/FAX proposes the following changes to the existing Master Fee Schedule:
Student Fare
After collaboration with the State Center Community College District, Fresno State University and local K-12 districts, FAX has determined to add a new 1-Ride Student Fare for $0.75 and 31-Day Student Fare Pass for $22.00 to our current list of fare types. Students currently pay $1.00 for a single ride or $36.00 for a 31-Day Pass, but the new fare type would reduce the price charged to students.
The new rate applies only to students over the age of 12. Students over 12 must show a valid student identification from their educational institution to qualify for the student rate. Children 12 and younger will continue to ride for free.
One-Ride and Ten-Ride Cards
Review of the current Master Fee Schedule revealed unintentional typographical errors in the designation of 1-Ride, 1-Ride (Reduced), 10-Ride, and 10-Ride (Reduced) cards as “promotional” with no cost associated.
FAX requests to repopulate these lines with their correct pricing previously requested and believe approved, as detailed below:

Fare revenue collected by FAX is not expected to change, as this is not a modification to the FAX fare structure. Rather, it is a request to correct the typographical error that exists in the current Master Fee Schedule.
The qualifications for reduced fare (persons 65 and older, persons with disabilities, and Medicare card holders) remain the same.
The requisite analysis of these fare changes pursuant to Title VI of the Civil Rights Act of 1964 has been completed, and the final report is attached. Please note the new 31-Day Student Fare Pass and the corrected pricing for the 1-Ride, 1-Ride (Reduced), 10-Ride, and 10-Ride (Reduced) cards were already considered in the Department’s FY2023 operating budget. No new budget appropriations are requested.
ENVIRONMENTAL FINDINGS
Pursuant to CEQA Guidelines section 15378, this amendment to the Master Fee Schedule is not a project for the purposes of the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference was not implemented because this action does not include a bid award or award of construction or services contract.
FISCAL IMPACT
Enterprise funds are self-generated and there is no fiscal impact to the general fund.
Based on current ridership and fare analysis, FAX projects a reduction of only $64,200 to annual fare revenue collections due to the launch of the new Student Fares. No fiscal impact is anticipated due to the corrected pricing for the 1-Ride, 1-Ride (Reduced), 10-Ride, and 10-Ride (Reduced) cards.
